Dak Lak Customs: Focus on solutions to attract businesses and develop new revenue sources

Differentiation between Sub-departments

To strive to complete assigned targets in the context of the domestic economy facing many difficulties and challenges and the world situation having many complicated developments, Dak Lak Customs Department focuses on closely following the direction of the Ministry of Finance, the General Department of Customs and the localities, and simultaneously research and propose suitable solutions to the characteristics and situation at the unit.

In 2024, the Customs Department of Dak Lak province is assigned by the Government to estimate state budget revenue from import and export activities of 500 billion VND; The People's Councils of Dak Lak, Dak Nong and Lam Dong provinces (3 provinces managed by the Dak Lak Customs Department) assigned a state budget revenue target from import and export activities of VND 555 billion.

According to Mr. Nguyen Ngoc Chau, Deputy Director of Buon Ma Thuot Customs Sub-department, from the beginning of the year until now, import-export activities of businesses in Dak Lak province have been relatively developed. The main export goods are agricultural products such as green coffee, pepper, fruit; powdered coffee; instant coffee; Imported goods are mainly machinery and equipment serving investment projects; spare parts; Raw materials for production of factories in the area, fertilizers, etc.

With the local socio-economic development situation being stable, along with facilitating import-export activities and doing a good job of propaganda, attracting and mobilizing businesses by leaders and civil servants of Buon Me Thuat Customs Sub-department, the unit's results in handling customs procedures in the first 6 months of 2024 are relatively positive. Specifically, from January 1, 2024 to June 28, 2024, the unit has resolved procedures for 48 businesses with 3,052 declarations, a turnover of 560 million USD, and paid 60 billion VND to the state budget, 92% growth. Including 10 new businesses, contributing 59 declarations with a turnover of 9.7 million USD, collecting and paying 0.12 billion VND in taxes.

At Da Lat Customs Sub-department, Head of Sub-department La Van Lap said that in the first 6 months of the year, the Sub-department also mobilized 23 new businesses to complete procedures, contributing 22.2 billion VND to the sub-department's revenue. However, compared to the same period in 2023, the revenue of old businesses decreased by more than 55 billion VND. Typically, the revenue of Dalat Hasfarm Co., Ltd. decreased by 15 billion VND, Da Lat Fiber Co., Ltd. decreased by 10 billion VND, Vinacomin Company decreased by 7 billion VND, Da Lat Dairy Company decreased by 8 billion VND, etc. Therefore, the total six-month budget revenue of the sub-department reached 124 billion VND, 33 billion VND lower than the same period in 2023.

Mr. Nguyen Duc Muoi, Director of the Bupran Border Gate Customs Sub-department, said that the Sub-department is assigned the task of managing two road border gates, Bupran and Dak Peur. The amount of import and export goods passing through these two border gates is not much; The types of goods are not yet diverse. The main export goods are fertilizers, construction materials, vegetables, tubers and fruits of border residents; Imported goods are mainly raw wood and fresh cassava roots. In the first half of the year, revenue at the Sub-department recorded a decrease of 44.3% compared to the same period in 2023, reaching 65 billion VND.

Create favorable conditions and attract businesses

To ensure completion of assigned budget revenue targets in 2024, Dak Lak Customs Department has determined that facilitating import-export activities, attracting and mobilizing businesses is the key solution from now until the end of the year. Accordingly, the unit will continue to innovate, improve, and improve the quality of management, administration, and task performance of civil servants and workers; Effectively apply information technology in document management, information exchange, statistics, reporting, and administrative management.

Along with that, the sub-departmentes will also deploy many solutions to improve the effectiveness of activities to facilitate and attract new businesses.

Mr. Nguyen Ngoc Chau said that in addition to continuing to promote administrative procedure reform, Buon Ma Thuot Customs Sub-department will pay more attention to propaganda about the activities, functions and tasks of the Sub-department and Dak Lak Customs Department to the people and businesses in the area. The Sub-department will also proactively seek out businesses to propagate, exchange, guide, and remove difficulties, problems, recommendations, and suggestions of businesses related to the activities of the Customs agency.

Mr. La Van Lap said that Da Lat Customs Sub-department will closely follow the plan, take advantage of the direction of Dak Lak Customs Department, and coordinate with relevant agencies to collect information about new businesses and projects; encourage businesses in the area to declare customs procedures and pay import and export taxes at the Sub-department. Da Lat Customs Sub-department also assigns civil servants to support and evaluate the import and export activities of businesses, collect information on import and export goods, difficulties and obstacles to advise leaders to resolve or report to competent authorities for consideration and maximum support in order to retain businesses.
