Quang Ninh Customs considers businesses as partners for cooperation and development

Continuing the survey and assessment program on the implementation of developing Customs-Business partnerships at local Customs Departments, on July 11, 2024, the working group of the Reform and Modernization Committee (General Department of Customs) organized a workshop to survey and evaluate the implementation and development of Customs-Business partnerships and stakeholders at Quang Ninh Customs Department (2014-2024).
Speaking at the opening of the workshop, Mr. Luong Khanh Thiet, Deputy Head of the Standing Committee of the Reform and Modernization Committee, emphasized that the development of Customs-Business partnership is an activity aimed at supporting and facilitating the business community, promoting import and export activities.
"The organization of this survey aims to objectively and comprehensively evaluate the process of implementing and developing the Customs-Business partnership and propose solutions to improve the effectiveness of activities to develop Customs-Business partnership, and chooses to honor organizations and individuals who have made positive contributions to the development of Customs-Business partnership," Mr. Luong Khanh Thiet emphasized.

At the conference, representatives of the Reform and Modernization Committee shared many contents related to the 10-year process of the Customs sector implementing the development of Customs-Business partnerships at 3 levels: General Department of Customs, Customs Department and Customs Branch.
Over the past 10 years, the Customs sector has always focused on people and businesses, promoting creativity, making efforts to overcome difficulties, and actively supporting export and import activities.
In particular, the Customs agency always considers the satisfaction level of businesses as a measure of work quality and efficiency, considering businesses as reliable partners to balance the goals of management and service, creating the best conditions for the business community to access support solutions from the Customs in the difficult context that businesses encounter, thereby contributing to raising businesses' awareness of law observance and enhancing responsibilities of Customs officers and employees in performing official duties.
Up to now, the development of the Customs-Business partnership has basically gone into order, bringing many positive results and receiving attention and support from the Customs agency, the business community and stakeholders.

At the seminar, Chairman of Quang Ninh Provincial Business Association Pham Van The highly appreciated the favorable solutions of Quang Ninh Customs Department in supporting and guiding businesses to comply with the law. Businesses are very interested in reforming administrative procedures in the customs field.
Mr. Pham Van The said that every year, Quang Ninh province organizes a conference to announce the results of the District and Department Competitiveness Index (DDCI). In particular, the time and business support indicators of the Quang Ninh Customs Department have been improved, contributing to creating an open investment environment in Quang Ninh province. As a result, Quang Ninh Customs Department has led Quang Ninh province for 6 consecutive years in the DDCI with 8 component indicators. The achievements of Quang Ninh Customs Department promote the development of businesses in the province and many businesses outside the province.
At the workshop, businesses all noted quick and timely access to customs legal documents; regularly receive support to solve difficulties from the Customs authorities. Support from officers and civil servants of Quang Ninh Customs is becoming more and more friendly, considering businesses as partners for cooperation and development.
To improve the effectiveness of Customs-Business partnership development, businesses also believe that Customs agencies need to create direct dialogue channels. Businesses themselves also need to improve their professional qualifications, especially customs agents.
In addition, the Customs agency strengthens cooperation in international information sharing for businesses to grasp and avoid risks upon import and export.
According to the plan, working groups of the Reform and Modernization Committee continue to survey the Customs Departments: Hanoi, Hai Phong, Lang Son, Binh Duong, and Ho Chi Minh City. The General Department of Customs organizes a survey and actual assessment to serve the Conference summarizing 10 years of partnership between Customs, Businesses and stakeholders, expected to take place in early September 2024. |
