Positive result in digital transformation of Customs sector

132 comprehensive online public services
According to the General Department of Vietnam Customs (GDVC), the implementation of Decision 2854/QĐ-TCHQ (dated November 20, 2023) on amending and supplementing the Plan for E-Transformation of the Customs Sector by 2025, with a Vision to 2030, has achieved positive results.
The Customs sector has actively implemented and completed 5 out of 6 tasks related to the development of an IT system to implement Digital Customs meeting the requirements of procedures in customs clearance, including researching, reviewing, and developing customs procedures and functions; developing technical requirements; obtaining quotations and building cost estimates; building dossiers for submission to the Ministry of Finance for approval of the policy for the project on building an IT system to implement E-Customs meeting the requirements of procedures in customs clearance; submitting to the Ministry of Finance for approval the project on building an IT system to implement Digital Customs meeting the requirements of procedures in customs clearance.
Regarding to online public service, currently, there are 225 administrative procedures in the customs field. Of these, 214 procedures are implemented by the Customs authorities, including 132 administrative procedures provided with comprehensive online public services; 61 administrative procedures provided with partial online public service; 21 administrative procedures provided with online information.
In the first 6 months of 2024, the Customs sector's online public service systems received and processed 18.5 million dossiers.
In the coming time, the GDVC will continue to monitor, review, and update the provision of online public service for administrative procedure that are amended, supplemented, and newly issued.
Regarding the integration of online public services of the national Single Window Portal onto the National Public Service Portal
The GDVC has coordinated with relevant agencies to integrate 12 online public services of the Ministry of Transport, Ministry of Health, Ministry of Industry and Trade, and Ministry of Agriculture and Rural Development onto the National Public Service Portal.
In addition, the GDVC has basically completed the development and integration of an application to search for information from the national population database through the National Text Interconnection Axis for 3 services provided by the Ministry of Public Security. Currently, the Customs sector is coordinating with the Department of Digital Transformation (Ministry of Information and Communication) to connect 3 services deployed on the National Platform for Integration and Data Sharing managed by the Ministry of Information and Communication.
Digital transformation in implementing the National Single Window and ASEAN Single Window
The General Department of Vietnam Customs continues to urge and closely coordinate with ministries and sectors to implement the Overall plan for deploying the National single window mechanism, ASEAN single window mechanism, and trade facilitation
As of June 30, 2024, 250 administrative procedures of 13 ministries and sectors have been connected to the National Single Window Mechanism. Over 7.43 million sets of dossiers from more than 72,000 enterprises have been received and processed through the National Single Window Portal.
Regarding ASEAN Single Window, Vietnam continues to maintain official connections to exchange e-C/O form with all 9 ASEAN member countries.
It is collaborating with the ASEAN Secretariat and member countries to implement the exchange of ASEAN Customs Declarations (ACDs) as planned.
In addition, ASEAN members are also discussing the development of a solution and roadmap for connecting the exchange of electronic documents between ASEAN and partners such as Japan, China, and South Korea.
Besides implementing connections with ASEAN partners, the General Department of Vietnam Customs has advised the National Steering Committee on the ASEAN Single Window Mechanism, the National Single Window Mechanism, and Trade Facilitation on implementing connections with non-ASEAN partners.
Specifically, it has completed the pilot exchange of export customs declarations with the Eurasian Economic Union (EAEU) in Phase 1. Collaborating with the Ministry of Agriculture and Rural Development and the New Zealand Embassy in Vietnam to implement the pilot exchange of electronic phytosanitary certificates with New Zealand.
