General Department of Vietnam Customs strives to collect over VND 338,000 billion

Contribute to the victory of the task of finance – budget

Speaking at the conference, Minister Dinh Tien Dung reviewed the work of the finance sector in 2019 and said the General Department of Vietnam Customs importantly contributed to the results of the sector.

Especially, exceeding revenue collection was very high (more than 16.05 percent of the estimate target). "Besides the objective factor of growth in import-export turnover, the results of exceeding in revenue collection showed a very effective role of State management in customs," Minister Dinh Tien Dung emphasised.

In addition, the minister praised achievements in combating smuggling, especially the struggle with drug crimes, anti-fraud of origin and transporting illegal goods.

“Previously, in cases of seizing drugs conducted by Customs forces often failed to arrest violators. However, in 2019, the Customs force participated in solving many transnational drug cases with a large amount of material evidence and arrested many related subjects,"the minister assessed and considered this a big change of Customs sector in the fight against drug crimes.

The minister also appreciated the results of other key tasks of the Customs sector in the past year and said that in 2019, the General Department of Vietnam Customs has successfully and comprehensively completed its tasks.

On behalf of the Ministry of Finance, Minister Dinh Tien Dung acknowledged and praised the work of the General Department of Vietnam Customs.

Practical facilitation associated with improving management efficiency

Chairing the conference, Director General Nguyen Van Can suggested the leaders participating in the discussion focus on proposing solutions to continue to perform well, as well as two tasks of trade facilitation and improving the efficiency of State management of customs.

Receiving the guidance of Minister Dung and making a speech of the conclusion of the conference, Director General Nguyen Van Can expressed his determination to work with the leaders of the General Department of Vietnam Customs to lead the whole sector to successfully complete its tasks in 2020.

To implement the objectives and tasks assigned by Minister Dinh Tien Dung, besides solutions proposed in the draft report of the sector, the Director General asked the whole sector to receive and effectively implement the entire directives of the minister and focuson three groups of key solutions.

Firstly, continue to promote administrative procedure reform, modernise customs, combat harassment and facilitate the business community. In particular, the departments and divisions of the General Department of Vietnam Customs and local customs departments must clearly outline and concretise each content of work to implement.

The General Director requested the whole sector perform tasks in accordance with the law, strengthen dialogue with enterprises and create substantive advantages for enterprises to comply with the law, without causing trouble and harassment. At the same time, it is necessary to use risk management and management measures and tools to assess and classify enterprises to ensure the effectiveness and efficiency of Sate management of Customs, promptly detect and strictly handle violations.

Secondly, improve the effectiveness of anti-smuggling. The Director General gave directives on continuing effectively the struggle against drug-related crimes. The reason was the situation of drug-related crimes was very complicated, the lines and groups of people no longer transported in small packs through open roads. They form transnational drug transportation lines by hiding drugs in import and export goods, means of transport on entry and exit.

In addition, the Customs force continued to intensify the fight against fraud of origin and illegal transportation. The General Director directed that after the Lunar New Year of 2020, the General Department of Vietnam Customs will organise a seminar to discuss in depth identifying the tricks and propose measures for implementing synchronously in the whole sector.

“Recently, through post-clearance audit, we have discovered and prevented a case of fraudulent Vietnamese origin to export goods. The competent force seized more than 40,000 electric bicycles and children's bicycles and continue to perform nine inspection projects," he emphasised.

Thirdly, the General Department of Vietnam Customs strived to collect more than 5 percent compared with the budget estimate in 2020 to contribute to the success of the Finance - Budget task in 2020 (estimated budget of VND 338,000 billion).

To implement successfully the three solutions as mentioned above, the Director General requested the whole sector continue well performing the task of building human forces and accelerate the application of information technology, especially completing soon and implementation of the scheme on re-design of the Customs IT system.
