HCM City Customs experiences a marked upturn in state revenue collections

Revenues start to gain

After several months of decline compared to the same period last year, the state revenue collected by HCM City Customs began to show a growth trend starting from the third quarter of 2024.

According to Deputy Director of HCM City Customs, Do Thanh Quang, following the directives of the General Department of Vietnam Customs at the mid-year review meeting in 2024, HCM City Customs has continuously improved the quality of management, reformed administrative procedures, applied modern information technology, and promoted the sense of responsibility of officials to better meet the needs of socio-economic development.

HCM City Customs reported that the import and export of goods cleared through the its units in recent months has seen positive growth. In the third quarter of 2024 alone, total import and export turnover reached US$34.78 billion, up 12.18% compared to the same period in 2023 (an increase of US$3.77 billion).

For the first nine months of 2024, the total import and export turnover of goods reached approximately US$95.9 billion, up 8.94% (an absolute increase of about US$7.87 billion) compared to the same period in 2023.

These results have contributed positively to the state revenue of HCM City Customs.

From the beginning of 2024 to September 30, 2024, the agency has collected VND 92,486.7 billion in state revenue, equivalent to 70.71% of the assigned legal estimate (VND 130,800 billion), an increase of over VND 105 billion compared to the same period in 2023.

According to Do Thanh Quang, both the total import and export turnover and the state revenue of HCM City Customs in the third quarter of 2024 have shown a marked improvement compared to the first six months of this year. This is evidence of the efforts made by HCM City Customs in synchronously implementing state management solutions in customs on the locality.

In addition, over the past time, HCM City Customs has effectively implemented anti-smuggling and undervaluation activities to ensure the best performance of the state revenue target for 2024.

In particular, regarding price verification, in the first nine months of 2024, HCM City Customs conducted price verification for 20,405 declarations, of which 6,750 declarations were rejected (accounting for 33.08%), contributing to an increase of over VND 108.26 billion in state revenue.

Accelerate in final quarter

To fulfill the state revenue plan, HCM City Customs has announced that it will continue to strengthen the implementation of solutions in the last three months of this year.

Facilitating businesses and addressing their difficulties is identified as one of the key tasks. In the third quarter of 2024, HCM City Customs organized and co-organized many business dialogue conferences with specific topics for business associations, aiming to guide procedures and address difficulties and obstacles faced by businesses.

In addition, the agency has strengthened the resolution of business inquiries through various information channels to promptly resolve difficulties for more than 132 cases.

"These are important activities to help businesses promptly overcome difficulties and obstacles arising in relation to customs procedures and tax policies; to promote the dissemination of new policies to the business community to facilitate trade," emphasized Deputy Director Do Thanh Quang.

For the state revenue task, HCM City Customs will review and grasp all revenue sources, closely monitor the situation of state budget payments, analyze and report timely on factors affecting revenue, and propose solutions to promptly handle difficulties related to regimes and policies that affect management and budget payments, thereby proposing appropriate revenue-increasing solutions.

Regarding anti-smuggling and trade fraud, the focus will be on implementing a peak plan at the end of the year. In particular, attention will be paid to controlling smuggling and trade fraud through air transport.

Previously, thanks to the strengthening of inspection and supervision of entrances and exits at internal doors and service gates of the aircraft parking lot, HCM City Customs has detected cases of illegal transportation of foreign currency and goods by ground staff of the airport taking advantage of internal doors to transport smuggled goods."
