Effectively reform

Customs - Business partnership development focuses on 6 transformation groups including: transformation in approach; transformation in expanding the scope and participants of the partnership; transformation in the method of implementing partnership activities; diversified and depth transformation of content of partnership activities; digital transformation; transformation in improving the quality and effectiveness of partnership.

Director of Da Nang Customs Department Quach Dang Hoa said that the domestic economy in 2023 faced huge fluctuations, businesses suffered from many difficulties in production and business activities. The support for enterprises is the responsibility of the Customs to help them overcome difficulties, as well as promote motivation for businesses to develop and integrate widely into the world economy.

The program to develop partnerships between Customs - Businesses and related parties in 2023 has been effectively implemented by Da Nang Customs Department. From the early year, the department has grasped the status and supported enterprises to over come the global economic crisis, organized four working groups led by four deputy directors to work and remove difficulties for import-export businesses.

Da Nang Customs Department has strengthened guidance on customs law enforcement by holding 15 dialogue conferences, including two conferences at department level and 13 conferences at branch level, with the participation of over 400 businesses. The organization of dialogue conferences is a specific and practical activity to implement the Customs industry’s policies and fulfill the commitment of the Da Nang Customs Department in supporting the business community.

In 2023, Da Nang Customs Department has provided more than 900 instructions about the customs laws, including 147 direct guidance, 515 guidance via phone calls, and 120 written instructions; and answered 11 questions on the portal and 110 questions through dialogue conferences.

The department has simplified customs procedures and facilitated trade in 2023, reviewed the target of cutting documents in customs dossiers and transferring to e-documents”. The customs clearance and release time for imported and exported goods in 2023 at Da Nang Customs Department has been reduced.

The customs clearance and release time for exported goods has reduced by 29.7% year-on-year to 52 minutes and 17 seconds; for imported goods has declined 40% year-on-year to 11 hours 49 minutes 24 seconds. The department has resolved problems within two working hours; and instructed 100% enterprises.

In 2023, Da Nang Customs Department continues to be one of the central units in the city leading the index of administrative reform and information technology application for many consecutive years. The department ranked first with other local customs departments in administrative reform.

Six key contents in transforming the Customs-Business partnership

Performing tasks in 2024, Director Quach Dang Hoa said that the department will actively and urgently implement solutions to facilitate import and export activities while ensuring security in the management area.

In order to realize the commitment to accompany and support the business community and implement solutions to implement the city's 2024 theme of "Promoting administrative reform, strengthening discipline, continuing to attract investment resources, and promoting economic growth and ensuring social security", right from the beginning of the year, Da Nang Customs Department issued a notice on reducing the time for resolving administrative procedures.

Da Nang Customs Department will reduce the time for carrying out procedures for extending the validity of the Decision on recognition of on-site goods check points at construction sites or production facilities and factories from no more than 5 working days to no more than 4 working days from the date of receiving full documents.

The shortening the time to resolve administrative procedures by the Da Nang Customs Department is one of the solutions to reform administrative procedures, creating favorable conditions for businesses importing and exporting goods, saving time and costs, reducing customs clearance and release time.
