Based on the situation, Da Nang Customs Department estimated that in the first half of 2018, revenue collection will reach 1,765 billion VND, achieving 54% of the assigned target, increasing by 7% over the same period of 2017.
Regarding the taxes collected from the beginning of the year to the end of May 2018, the amount of outstanding increase compared to 2017 is the special consumption tax collecting from imported goods increasing by 61% over the same period (reached over 106 billion VND). Environmental protection tax increased by 34% (nearly 1 billion VND): Value added tax increased by 12% (reaching 950 billion VND); Import tax increased 25% (reaching 413 billion). In particular, other revenues increased by 327% (reaching over VND7 billion), including fees, charges, late payments, and self-defense taxes.
According to representatives of the Import-Export Duty Department, state revenues in the first months of 2018 achieved good results due to the impact of many factors. For example, from 1/1/2018, the Law on amendment and supplementation of a number of articles of the Law on Value Added Tax, the Law on Special Consumption Tax and the Law on Tax management on the increase of special consumption tax for large capacity cars. Therefore, despite the number of imported cars through the Da Nang port in the last few months, it concentrated mainly in the car volume so the amount of excise tax increased over the same period.
Along with that, Da Nang Customs Department has promoted collection solutions, such as by continuing to facilitate enterprises and taxpayers to shorten the customs clearance time for export goods through the continued promotion of modernization along with the implementation of administrative reform in the customs field.
To promptly handle and settle arising tax and procedures. At the same time, to maintain and improve the effectiveness of the problem-solving group and assist and provide information to the customs declarers and taxpayers at the sub-departments.
Measures to prevent losses are also concentrating on improving the quality of inspection, customs valuation, timely updating of accurate data on prices, identifying suspicious signs, and determining goods’ values in accordance with regulations. To intensify the inspection of goods items with high tax rates which are easy for code frauds; to review the conclusions and recommendations of the inspection and examination teams related to the wrong application of codes for timely adjustment.
