Over the past time, the General Department of Customs issued a number of decisions and regulations to seriously implement discipline to contribute to the fight against harassment, negativity, corruption and corruption in the industry. Please, let me know at this point, why does the General Department of Customs continue to develop "Regulations on inspection of civil service and handling of violations in the customs sector"?

Recently, the General Department of Customs has issued a number of regulations to discipline and contribute to prevent troubles, harassment, negativity and corruption by cadres and civil servants in the industry. However, to date, these regulations have revealed certain limitations, so there should be appropriate additions. With the aim at combating harassment, negativity, corruption, eliminating unresponsive and irresponsible attitudes in performing civil service and serving the people and businesses.

At the same time, on the basis of the review and inheritance of current documents and on the basis of practical requirements, the General Department of Customs will develop the "Regulation on inspection of public duties and the handling of violations committed by officials in the customs service”.

What are the key objectives expected by the General Department of Customs in this Regulation?

As mentioned above, the first objective of the General Department of Customs when developing this regulation is for: Preventing troubles, harassment, negativity, corruption; raising the spirit, sense of responsibility of customs officers in the performance of public duties, transparency in the handling of violations of cadres.

When this regulation is promulgated, it will concretize the provisions of law, ensuring the smooth implementation, increasing the effectiveness, efficiency, discipline and prevention of negativity in the customs sector. Customs officers will be more aware of compliance, professionalism in the performance of their duties and things that they are not allowed to do. In the course of implementation of this regulation, the General Department of Customs continues to study and absorb problems arising to perfect the regulations to suit the reality.

Compared with previous decisions, what are the new important regulations, sir?

The Draft Regulations (currently being widely circulated by the General Department of Customs in the entire sector) consists of 4 chapters, 67 articles, identifying more than 300 violations, corresponding with compliance regulations, reminding, critics leading to discipline of dismissals, of which stipulate procedures for inspection of civil service activities.

Particularly, Chapter 3 of the Regulation stipulates in detail each of a customs officer’s acts of violation from posture, behavior and secretion to customs operations. Accordingly, depending on the nature of the level, the Regulation also provides sanctions for each corresponding violation.

It is known that in order to finalize and submit to the General Department of Customs for signing the Regulation, the Inspection and Examination Department has been organizing the gathering of opinions of the departments and bureaus of the General Department of Customs. The local Customs Department. Please, let me know at this point, what initiative does the unit provide to the draft Regulation?

Determining that this is an important regulation because after the issuance, there will be a direct impact and adjustment of the whole behavior of cadres, civil servants and employees in the customs service to perform their duties. On April 10, 2018, the General Department of Customs issued Official Letter No. 1875 / TCHQ-TTr to units on contributing to the comments on the draft regulation. This content is very open. Apart from gathering opinions of units, the General Department of Customs also collects opinions of individual civil servants, employees and laborers in the whole branch.

Up to now, the General Department of Customs (Department of Inspection - Inspection) has received a lot of comments sent by the units. Through the study of the opinions of the units, we found that the units have been focused, seriously researched and have involved in the comments as Legal Department, Department of Finance - Administration, Department Dong Nai customs ... Particularly, after comments were sent by some units, they have also continued to add comments such as from the Department of Information and Customs Statistics.

At present, Department of the Inspection and Examination is continuing to synthesize opinions of the units to finalize the Regulation. After synthesizing and finalizing, we continue to collect comments from some departments and related departments. The evaluation will then be reviewed by the Legal Department. Requesting opinions of leaders of the General Department of Customs to supplement amend and finalize before submitting to the leadership of the General Department of Customs for signing.
