Customs focuses on promoting the digitization of documents handling administrative procedures

VCN - In order to implement Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP in 2024 of the Government, the General Department of Customs requires units throughout the sector to continue focusing on implementing tasks related to the work of controlling administrative procedures, promoting the digitization of administrative procedure records, restructuring processes for online public services, etc.

Customs focuses on promoting the digitization of documents handling administrative procedures

Online public services of the Customs sector are an active support tool for people and businesses.

The General Department of Customs requires units to effectively deploy and ensure progress of assigned tasks to implement Resolution No. 01/NQ-CP, Resolution No. 02/NQ-CP 2024 of the Government and Decisions of the Ministry of Finance.

Accordingly, continue to effectively deploy the tasks of assessing the quality of service to people and businesses in implementing administrative procedures and public services over time in the electronic environment.

Strictly implement the sending and receiving of electronic documents and process the entire process of resolving administrative procedures in the electronic environment. Ensure 100% of application status and administrative procedure resolution results are updated on the Administrative Procedures Resolution Information System.

Strengthen discipline and administrative discipline, regularly inspect, strictly handle and publish lists of officials, public employees and units that cause delays, especially causing additional procedures and documents, requirements and conditions do not comply with regulations in the process of receiving and resolving administrative procedures.

Strictly implement the impact assessment of administrative procedure regulations in construction proposals, projects, and draft legal documents according to the instructions, ensuring that the issued administrative procedures meet the requirements of necessity, reasonability, legality, lowest administrative procedure compliance costs; promptly, fully and accurately announce and publicize administrative procedures on the National Database on Administrative Procedures. On a monthly basis, fully compile statistics on administrative procedures that are newly promulgated, amended, supplemented or abolished to strictly control the promulgation and implementation of administrative procedures.

In addition, proactively carry out tasks on the plan to review internal administrative procedures of the General Department of Customs for the period 2022-2025 and promote decentralization of administrative procedures, reduce and simplify internal administrative procedures.

Urgently submit to competent authorities to amend and supplement legal documents to organize and implement plans for decentralization of authority to resolve administrative procedures. Proactively review and detect inadequacies in administrative procedures and citizen documents that need to be reduced, simplified, and resolved by decentralization of authority, and propose competent authorities to amend and supplement legal documents to implement reduction, simplification and decentralization plans.

In particular, units need to promote the digitalization of records and results of handling administrative procedures according to the requirements for implementing the Index to serve people and businesses and 2024 Administrative Reform Plan. In which, the General Department of Customs requires units to focus on digitizing and cleaning data, linking the digitization of records and results of resolving administrative procedures with the implementation of receiving and resolving administrative procedures; Promote the reuse of digitized data between ministries, branches and localities through connecting and sharing data with the personal and organizational data management warehouse on the National Public Service Portal.

At the same time, build a list of dossier components that must be digitized in the assigned management field; Continue to restructure the process of administrative procedures and public services as required to implement the tasks of promoting administrative reform and reform of administrative procedures under the direction of the Government, the Prime Minister, and the Ministry of Finance.

Focusing on reviewing and restructuring the process for online public services being integrated and provided on the National Public Service Portal, prioritizing the construction, integration, and provision of groups of interconnected online public service, provided at a comprehensive level to meet the requirements of people, businesses and the goals and requirements of the Government and the Prime Minister.

The General Department of Customs also requires units to strictly receive, process, and remove difficulties and obstacles regarding regulations and administrative procedures; Organize inspection, verification, and clarification of acts of harassment, causing difficulties in resolving administrative procedures according to feedback from people, businesses, and through other information channels; Strictly handle relevant organizations and individuals in accordance with Party regulations and State laws; promptly rectify the resolution of administrative procedures within assigned functions and tasks.
