Customs sees outstanding results in nine months

Customs revenue in the first nine months of 2022

In the first nine months of the year, the General Department of Customs has strictly followed Resolution 01 of the Government on key tasks and solutions to implement the Social-Economic Development Plan and budget estimate in 2022, developed solutions to reform administrative procedures, modernize customs operations, facilitate businesses, improve the business climate and national competitiveness; and removed problems for and accompanied businesses, support fast customs clearance and strengthen IT application.

Regarding the legal framework, Customs has developed decrees such as the Decree on information connection and sharing in the field of import, export, transit of goods, entry and exit of people and means of transport under the National Single Window mechanism; Decree on management mechanism, method, procedures for quality and food safety inspection for imported goods; Decree amending and supplementing several articles of Decree 08/2015 and Decree 59/2018 of the Government detailing measures to execute customs law on customs procedures, inspection, supervision and control; and Decree on customs management for imports and exports via e-commercial transactions.

In addition, the General Department of Customs proposed the Ministry of Finance to issue Circular 31/2022 dated June 8, 2022 on the list of Vietnamese imports and exports; Circular 45/2022 dated July 27, 2022 on amending and supplementing a number of articles in Circular 143/2015 dated September 11, 2015 of the Minister of Finance providing customs procedures and management of cars and motorcycles of entities permitted to import or temporarily import for non-commercial purposes.

Imports and exports in the past nine months rose 15.1% or US$73.32 billion to US$558.52 billion year-on-year.

Of which, exports grew 17.3%, or US$41.64 billion, to US$282.52 billion and imports grew 13% or US$31.68 to US$276 billion. Thus, the country saw a trade surplus of US$6.52 billion in the first nine months of 2022.

As for the results of state budget revenue, determining the state budget collection task is the top priority of the whole sector, from the beginning of the year, the General Department of Customs issued Directive 439/CT-TCHQ to develop solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in the implementation of the state budget collection task in 2022.

As a result, the total revenue of the first nine months is estimated at VND328,500 billion, equaling 93.3% of the assigned estimate, equaling 88.8% of the ambitious target, up 14.6% over the same period in 2021.

For the fight against smuggling and trade fraud, in the third quarter of 2022, the whole Customs sector chaired and coordinated with other agencies to handle 4,709 cases with the value of infringing goods estimated at VND662 billion; and remitted VND45 billion to the State budget and transferred 44 cases to other agencies.

Accumulated to September 15, 2022, the whole Customs sector handled 12,243 cases with the value of infringing goods estimated at VND4,434 billion and remitted to state budget VND253,969 billion; prosecuted 35 cases, and transferred 99 cases to other agencies.

Develop solutions to complete the whole year's tasks

Despite many difficulties and challenges, with the initiative and efforts to offer solutions, the Customs sector has achieved positive results in all aspects, said Director General Nguyen Van Can.

At the meeting, under the chair of the Director General, representatives of the Import-Export Tax Department, the Inspectorate Department and local customs departments: Ho Chi Minh City, Hai Phong, Tay Ninh, Lang Son discussed solutions to achieve objectives and tasks in the fourth quarter.

The general spirit is to continue to promote reform of administrative procedures, offer solutions to facilitate trade, and support enterprises to restore production and business after the pandemic; ensure customs management of customs and develop solutions to achieve budget revenue and combat tax fraud and loss; and improve the efficiency of anti-smuggling work.

On the basis of the results achieved in the past nine months, Director General Nguyen Van Can said that it is necessary to promote achieved results in the near future such as developing a legal framework in accordance with reality and development trends, ensuring state budget revenue; strictly following Resolutions, guidance, policies of the Government and the General Department of Customs; and further enhancing the fight against smuggling and trade fraud in the rest of the year and the following years.

In addition, the Director General said international cooperation should be promoted through multilateral and bilateral cooperation in the implementation of state management of customs; the capacity building and law compliance in the performance of official duties should be enhanced.
