Bac Ninh Customs plays key role in attracting investment

Protecting investors' interests

Bac Ninh Customs Department has made great efforts in attracting investment in the locality, resulting in a surge in total trade and revenue in the three provinces of Bac Ninh, Bac Giang and Thai Nguyen.

In 2021, The department’s total import and export turnover and revenue hit US$163 billion and VND11,823 billion, respectively. The department’s trade was top across the country.

From early in the year to October 26, the department remains in top position, with a total import-export turnover of US$148.61 billion, and revenue of VND10,533 billion.

Currently, Bac Ninh Customs Department has managed about 4,188 import-export enterprises located in the three provinces of Bac Ninh, Bac Giang and Thai Nguyen. The import and export regimes across the area mainly are the import and export of goods which are non-taxable of export processing enterprises; exemption from import tax on raw materials and supplies for export processing and production; export of processed products and some regimes of taxable imports for machinery and equipment; import for business production; and import for consumer business.

Many large-scale enterprises of the system of multinational corporations such as Samsung, Canon, Amkor, Goertek, Foxconn, Luxshare have invested and operated stably.

Director of Bac Ninh Customs Department said that in Bac Ninh province alone, in recent years, investment activities of enterprises in the area showed strong development with many large-scale projects. Major multinational corporations have invested in or sought investment in the province. On the other hand, the People's Committee of Bac Ninh province directed the local agencies to focus on improving the Provincial Competitiveness Index (PCI), promoting administrative procedure reform, and investment, especially foreign investment.

“The department has provided solutions for training, and considered human resources as the key factor for development. It has focused on training qualifications and ideological and political education for customs officers; improving facilities and equipment to serve the work; promoting customs reform and modernization. In addition, the department has closely coordinated with local agencies in customs management to promote the role of each unit in the management and support of the business community in investment, production and business activities," said Mr. Tran Duc Hung.

Bac Ninh Customs Department coordinated with the Management Board of Bac Ninh Industrial Parks to work with e-cigarette manufacturers (Josung Vina Co., Ltd., ITM Semiconductor Vietnam Co., Ltd., Em-Tech Vietnam Co., Ltd. and UIL Vietnam Joint Stock Company), and reported to the local government to propose the Ministry of Industry and Trade to remove difficulties and obstacles in management policies for export production of this product. Through the working session, the parties expected to ensure the interests of investors while protecting the interests of employees and creating transparency in the legal framework for attracting investment.

In the first 10 months of 2022, Bac Ninh Customs has effectively coordinated to instruct investors to understand the provisions of the law on investment and the Law on Customs. For example, Ankor Group learns to invest in Yen Phong Industrial Park (Bac Ninh).

Committing support

Bac Ninh ranks 7th in the country in PCI ranking in 2021, increasing by three places compared to 2020. In 2022, Bac Ninh province has improved the business environment and supported businesses to build a government considering the enterprises and people as the key factor for service, aiming at further improving the overall PCI point, and upgrading the main indicators.

In order to improve the PCI, Bac Ninh Customs Department will continue to strengthen the efficiency of state management on the basis of functions and tasks. Especially, the province will monitor investment projects; manage export processing and production enterprises, and processing firms; and other activities of enterprises related to customs management.

“Bac Ninh Customs Department will provide timely support and instructions on import and export procedures for businesses when businesses research investment activities in the area, thereby, helping businesses reduce time when learning policies and regulations on investment, and customs procedures for import and export goods," said Mr. Tran Duc Hung.
