Increase revenue by nearly 200 billion VND from new businesses

In order to well perform the task of budget collection in 2023, right from the beginning of the year, Bac Ninh Customs Branch (Bac Ninh Customs Department) has developed a scientific and realistic collection plan. In which, the Sub-department has come up with many positive solutions, synchronized plans are regularly evaluated in the weekly meetings of the unit, and the Sub-department has focused on implementing 2 main groups of solutions: control revenue and attract businesses to generate revenue.

By the end of June 30, 2023, import-export turnover through Bac Ninh Customs Branch reached USD 6.4 billion, equaling 73% over the same period in 2022.

The Sub-department of budget collection reached VND 1,340 billion, reaching 44.6% of the assigned target, equaling 88% of the same period in 2022.

Through the analysis of the type of enterprises and the management mechanism, the Bac Ninh Customs Sub-Department found that, for outsourcing, export production, and export processing enterprises, according to the regulations implemented by the Customs Sub-Department to manage enterprises; for the type of import for production business and import for consumption business (except for some items subject to excise tax that must be done at certain border gates), enterprises may choose a convenient location to carry out procedures. As for processed goods, export production, and export processing, they are exempt from tax and not subject to tax. Therefore, in order to increase budget revenue, the Sub-Department promotes activities to attract enterprises to import consumer business or production business to carry out procedures at the Sub-Department.

The leader of Bac Ninh Customs Sub-Department said that in order to attract more businesses to do procedures at the Branch, the unit has continued to do well in the reform and modernization of customs to create the most favorable conditions in customs clearance; closely coordinate with departments and commercial banks in modernizing the collection of budget revenue. Along with that, thoroughly implement discipline, the spirit of the working attitude of the staff, thereby creating the most favorable conditions, promptly clearing goods for enterprises, not allowing any congestion of procedures to happen which can affect customs clearance time and costs for enterprises; plan to assign and arrange cadres and civil servants to organize extra work on weekends and public holidays. In addition, regularly meet and interact with businesses through regular business dialogue conferences to propagate and disseminate tax laws and policies, and at the same time focus on removing obstacles and creating favorable conditions for import-export activities. ; accompany and share difficulties with enterprises.

The Sub-department regularly monitors and captures the operation of businesses in the area to analyze and evaluate revenue on the basis of information provided by the Operations Department (Bac Ninh Customs Department).

The results have proved that, in the first 6 months of 2023 alone, Bac Ninh Customs Branch has attracted 30 more businesses to carry out procedures, thereby contributing to the budget of nearly VND 200 billion.

Tight control of revenue

Through monitoring and analyzing each enterprise by the type of import and export, the Sub-department has put in place control measures to prevent enterprises from taking advantage of tax evasion right during customs procedures.

Specifically, identifying that the human factor is very important, the Bac Ninh Customs Branch has arranged a team of highly qualified officials and civil servants to do the job of classifying goods and goods codes, pricing, and tax policies to participate in the implementation of the professional process. On the other hand, strictly inspect and control the declaration of code, price, origin, and tax declaration of enterprises to ensure no fraud or tax evasion through codes, prices, and origin of goods. In addition, stepping up activities to control and fight against smuggling and trade fraud both to prevent violations and act as a deterrent to those who deliberately cheat and evade taxes.

Along with that, the Sub-Department also effectively implemented some aspects of work such as price consultation; checking the settlement report; tax refund; management of outsourcing, export production, and export processing enterprises; supervision of waste treatment; procedures for liquidation and conversion of use purposes, machinery, equipment and raw materials of enterprises, etc . Thereby actively contributing to the revenue collection of the unit, Bac Ninh Customs Branch has collected VND 2.07 billion for the state budget.

For example, checking the final settlement report, supervising the handling of scrap, managing import and export goods of processing, export production, and export processing enterprises, and assigning civil servants to regularly monitor and evaluate the activities of companies, which helped to strictly control the liquidation procedures, change the purpose of use and destroy. Thanks to that, the Sub-Department effectively fought against a number of cases of abusing to "cut" prices in order to evade import tax, reduce corporate income tax, and at the same time prevent enterprises from taking advantage of the import and export rights for foreign-invested enterprises.
