Proactive customs measures for express parcels: Tightening control over import-export goods

The Express Customs Branch (HCM City Customs Department) has been proactive in introducing various measures to both promote trade and maintain strict control over import and export goods

Apply IT and risk management to facilitate trade

The Express Customs Branch is responsible for managing and processing customs procedures for the import and export of goods of 11 enterprises operating in the express delivery and postal services, one enterprise providing warehousing services, and other enterprises engaged in import and export activities in HCM City. On average, the unit processes 4,000-5,000 customs declarations per day for import and export goods.

To manage and facilitate customs clearance for these specific types of import and export goods, the Express Customs Branch proactively applies information technology (IT) and risk management principles. Beyond utilizing the HCAS system of HCM City Customs Department, the Branch implements various modern application programs in its operational processes, thereby facilitating import and export activities for businesses and fostering State budget revenue.

In 2024, the Express Customs Branch was assigned a State budget revenue collection target of VND1,400 billion, which was later adjusted to VND1,415 billion. From the beginning of the year, adhering to the work plans of the Department and the Sector, the Branch has developed and implemented plans and solutions for collecting State budget revenue that are suitable for the actual situation of the unit, closely monitoring import and export activities of businesses, and promptly addressing arising obstacles to maximize facilitation in the customs clearance of goods for businesses.

Due to the specific nature of the Branch, customs declaration procedures for export and import goods are primarily handled by international express delivery companies on behalf of the recipients. Therefore, the Branch regularly and proactively coordinates, meets, and exchanges information with express delivery and postal service companies to address challenges and obstacles, demonstrating a commitment to accompanying businesses in their production and business activities.

Simultaneously, the unit is effectively equipped with and utilizes modern equipment, technology, and techniques in customs inspection and supervision, such as cargo and baggage scanners, surveillance camera systems, electronic positioning seals. The Branch strengthens risk analysis, compliance assessment, and risk classification of customs declarants. It proactively collects, receives, and analyzes information on businesses, routes, goods, and types to enhance the quality of cargo classification, apply appropriate inspection and supervision measures, thereby ensuring strict management while reducing customs clearance time.

With the coordinated implementation of these solutions, the Express Customs Branch has exceeded its assigned State revenue collection target, achieving 102.22% of the legal target, an increase of 11.55% compared to the same period in 2023 (an increase of VND 149.75 billion), contributing to HCM City Customs Department's successful overfulfillment of its State budget revenue collection target in the final days of the year.

Receiving numerous commendations for anti-drug efforts

Recognizing that postal and express delivery services are often exploited by criminals to illegally transport drugs, disguised as ordinary goods sent to or from Vietnam, the leadership of the Express Customs Branch has consistently instructed its teams to focus on strictly controlling key routes, especially from Europe, particularly the Netherlands, for imported goods, and from Taiwan and Australia for exported goods. The Branch has worked with warehousing businesses to classify goods according to these key routes and coordinated with customs authorities to scan cargo on these routes using X-ray machines.

Additionally, the Express Customs Branch regularly exchanges information and collaborates with both internal and external forces within the Customs sector to stay updated on the situation of key routes, businesses, commodities, and types of goods that are susceptible to drug smuggling, particularly gifts sent by relatives from abroad. This allows the Branch to gather information and issue timely warnings to law enforcement agencies.

With a high sense of responsibility and under the close direction of the leadership of HCM City Customs Department, as well as the cooperation of internal and external forces within the sector, the Express Customs Branch has achieved outstanding results in the fight against drug crime. In 2024, the unit detected and seized 8 cases of sophisticated drug concealment in cargo shipments. In many of these cases, thanks to timely coordination with the police, numerous individuals involved in drug trafficking rings were arrested and prosecuted.

Notably, through inspection and control activities, the Branch has discovered many shipments containing disassembled gun parts and has handed over the evidence to the Technical Security Department of the Ministry of Public Security for verification.

These achievements have contributed to maintaining political security in the area and have been recognized and commended by leaders at all levels. Recently, on December 30, 2024, Lieutenant General Le Hong Nam, Director of HCM City Police, sent a letter of commendation to the Express Customs Branch, commending the unit's officers and staff for proactively cooperating with law enforcement agencies to dismantle 2 drug trafficking rings, seize nearly 33 kg of drugs, and arrest 17 related individuals.

“The successful investigation, discovery, and arrest of these individuals demonstrates that the units have strictly adhered to the principle of ‘not stopping halfway, arresting the entire drug trafficking ring, criminal organization, and the mastermind,’ demonstrating a proactive spirit and determination to crack down on crime; these achievements have contributed to ensuring social order and safety, and maintaining peace in the area,” Lieutenant General Le Hong Nam emphasized in the letter of commendation.

Earlier, the Director of the Professional Technique Department (A06) of the Ministry of Public Security awarded a Certificate of Merit to Mr. Le Minh Trung Quyen, Director of the Express Customs Branch, for his outstanding achievements in the nationwide movement to protect national security, contributing to national security and ensuring social order and safety.
