Trade facilitation

Following Decision 19/2014/QD-TTg dated March 5, 2014 of the Prime Minister on the application of the Quality Management System under the National Standard TCVN ISO 9001:2008, Hai Phong Customs Department has issued a quality policy and quality objectives for 2025.

Accordingly, the Department commits to applying the Quality Management System in accordance with ISO 9001:2015 in its operations, ensuring requirements such as:

Improving the effectiveness and efficiency of state management of customs, meeting the requirements of development and international integration; facilitating the import, export or transit of goods and means of transport.

Strictly managing taxes on imported and exported goods in accordance with the law to prevent the State revenue loss. Preventing smuggling, trade fraud, and illegal transportation of goods across borders.

Maintaining solidarity - discipline - innovation, promoting digital transformation in the Customs sector; building a modern, effective, professional and reliable customs administration.

In order to implement the policy, Hai Phong Customs Department commits to achieving quality goals in 2025.

The department will perform and successfully complete the tasks of inspecting and supervising goods and means of transport; preventing and combating smuggling and illegal transportation of goods across borders; comply with tax laws on exports and imports; implement statistics on exported and imported goods; propose policies and measures for customs control in Hai Phong and the three provinces of Hai Duong, Hung Yen and Thai Binh in accordance with the Party's guidelines and policies, the State's policies and laws, and the direction of the Ministry of Finance and the General Department of Vietnam Customs.

The department will determine to reorganize a “streamlined, strong and effective and efficient apparatus”, arrange professional civil servants to server public duties; and comprehensively innovate management and operation work.

Arrange cadres and civil servants to work in a favorable environment to promote intelligence, capacity and achieve high efficiency and quality in performing public duties.

The department will strive to complete and exceed the assigned state revenue targets. Promote solutions to prevent the state revenue loss; improve the capacity of post-clearance audit and specialized inspection; and apply risk management in customs operations...

The department will strengthen coordination with relevant agencies in management, operation, and enforcement to ensure timeliness, accuracy, legality, and efficiency, meeting the requirements of organizations and individuals; perform work reasonably, clearly, consistently, transparently and legally, and effectively, meeting task requirements; focus on developing the Customs - Business partnership...

Accelerating from the beginning of the year

2025 is the key year in achieving the goals and tasks of Hai Phong Customs Department Party Committee for the 2020-2025 term.

Therefore, from the first day and the first month of 2025, the Department has made efforts to accelerate to successfully achieve the assigned goals and tasks.

Notably, during the 2025 Lunar New Year, the department has arranged for officers and civil servants to be on duty during the Tet holiday, promptly handling and resolving work and arising situations.

During the Tet holiday, Department processed 1,547 import-export declarations, with a turnover of US$150.9 million, including 1,196 cleared declarations, with the collected tax worth VND31.1 billion.

Hai Phong Customs Department supervised 154 ships, including 75 inbound ships and 79 outbound ships, 3,600 crew members entering and exiting the country; processed immigration procedures for 22 aircraft entering and exiting at Cat Bi International Airport.

On February 4, Director of Hai Phong Customs Department Tran Manh Cuong chaired a meeting with the Customs Control and Supervision Division on the implementation of tasks in 2025.

At the meeting, Director Tran Manh Cuong requested the Customs Control and Supervision Division to perform key tasks such as: researching to develop and propose customs clearance procedures in line with the new organizational model, ensuring that all customs procedures are not interrupted, not affecting the handling of customs procedures for people and businesses.

The Director also requested the division to focus on assessment to advise on the assignment of management areas, as well as the arrangement of personnel, the new organizational model of Hai Phong Customs Department in accordance with the needs and emerging practices, ensuring efficiency and effectiveness in line with Resolution No. 18-NQ/TW dated October 25, 2017.
