Maximum support for businesses

In 2024, Hai Phong Customs Department continued to drastically and synchronously implement solutions to facilitate the business community.

Notably, the department continued to effectively use the "System for assessing the service quality of civil servants and units under the department in the process of customs clearance".

During the year, the system received 186,223 comments from businesses, of which more than 96% of the comments were satisfied or very satisfied.

Previously, after the severe impact of storm No. 3 (Yagi), the department proactively and promptly implemented measures to support the business community.

Typically, the department issued Official Dispatch No. 8781/HQHP-GSQL dated September 24, 2024 to deploy measures to support businesses in overcoming the consequences of storm No. 3, implementing specific solutions, in accordance with practice and legal regulations to support damaged businesses.

Specific solutions include: prioritizing professional work (screening, extending the time limit for goods stored in bonded warehouses, etc.); promptly collecting statistics and monitoring businesses damaged by storm No. 3; prioritizing customs procedures for businesses that have suffered damage, especially in importing goods to overcome damage after the storm; proactively guiding solutions for handling damaged import and export goods, etc.

At the same time, regularly monitoring, inspecting, evaluating, and guiding businesses to quickly overcome damage to ensure conditions for customs inspection and supervision; considering extending and postponing the progress of inspections and examinations of damaged enterprises in compliance with practice and legal regulations to provide maximum support to enterprises damaged by storm No. 3.

In addition, to promptly encourage and motivate enterprises, the department has proposed that the People's Committee of Hai Phong City award Certificates of Merit to three enterprises with high export turnover in 2023 and 45 enterprises with large contributions to the state budget in import-export activities in 2023 through the city.

At the same time, proposing the General Department of Customs to award the General Department of Customs' Commemorative Medal to 10 enterprises and 2 individuals who are outstanding contributions in the Development of Customs – Business Partnership and related parties in 10 years (2014-2024).

Turnover rose by 18.8%

The facilitation solutions by Hai Phong Customs Department have significantly contributed to promoting the growth of import-export turnover through areas managed by the unit.

In 2024, the total import-export turnover going through customs procedures in the whole department rose 18.8% compared to 2023 to more than US$132 billion.

In which, exports reached nearly US$67 billion, an increase of 18.6%, of which the taxable exports reached US$402.93 million; imports reached more than US$65 billion, an increase of 18.9%, of which the taxable imports reached US$24.86 billion.

Notable import groups include: automobiles of all kinds reaching US$1.22 billion, up 31%; automobile components and spare parts reaching US$478.84 million, up 28.1%; motorcycle components and spare parts reaching US$22.83 million, up 6.8%; iron and steel reaching nearly US$4.37 billion, up 24.2%...

Regarding the number of declarations and the channelization rate, the total number of import and export declarations in the whole department reached more than US$2.77 million, up 18.54% compared to 2023; of which, import declarations were nearly 1.48 million, export declarations were more than 1.29 million.

The branch with the largest number of import and export declarations was the Export Processing Zone and Industrial Zone Customs Branch with 670,494 declarations, the unit with the least number of import and export declarations was the Hai Phong Port Customs Branch, Region 1, with 56,913 declarations.

In 2024, at the Hai Phong Customs Department, Green channel declarations accounted for 65.6%; Yellow channel declarations 31.5%, while Red channel declarations only 2.9%.
