Administrative reform: Khanh Hoa Customs delivers impressive results

Leading the rank of administrative reform

On January 10, 2025, the People's Committee of Khanh Hoa Province issued Decision No. 64/QD-UBND on the announcement of the index and ranking of administrative reform results in 2024. Accordingly, the Khanh Hoa Customs Department ranked "good" among the six vertical agencies in Khanh Hoa Province with an administrative reform index of 91.28%. This result demonstrates the unit's outstanding efforts in administrative procedure reform to achieve the goal of modernization towards an electronic working environment in customs state management.

This contributes to the successful implementation of political tasks as well as socio-economic development tasks of Khanh Hoa Province in accordance with Resolution No. 09-NQ/TW dated January 28, 2022 of the Politburo on building and developing Khanh Hoa Province to 2030, with a vision to 2045.

In 2024, to fulfill its assigned political tasks, the Khanh Hoa Customs Department closely followed the continuous guidance of the General Department of Vietnam Customs, the leadership and direction of the Provincial Party Committee, the People's Council, the People's Committee of Khanh Hoa Province and Ninh Thuan Province, and focused on synchronously implementing solutions to promote administrative reform, digital transformation, and improve the quality of services for people and businesses in implementing customs procedures.

At the same time, the unit effectively manages tax collection for import and export activities, facilitates trade, tourism and investment activities in the area, ensures transparency, fairness, and contributes to improving the competitiveness of the business community.

The administrative reform solutions of the Khanh Hoa Customs Department have created a good environment, attracting investors and businesses.

The number of businesses carrying out customs clearance procedures at the clearance points of the Khanh Hoa Customs Department is increasing day by day. In 2024, there were 208 enterprises regularly carrying out import and export procedures, an increase of 13.04%; the total number of import and export declarations reached 30,289 declarations, an increase of 7.45%; the number of vehicles entering and leaving the country and transferring ports reached 24,886 turns, an increase of 75.72% compared to the same period in 2023...

Proactively in digital transformation

Determining modernization and digital transformation as one of the key tasks in administrative reform, the Khanh Hoa Customs Department has always focused on this with the goal of putting businesses and people at the center of implementation.

Accordingly, the Khanh Hoa Customs Department has issued amendments and supplements to the Digital Transformation Plan of the Khanh Hoa Customs Department to 2025, with orientations to 2030. In which, specific objectives are set out in the professional work areas and corresponding tasks and solutions for implementation. Up to now, the unit is implementing according to the roadmap of the General Department of Vietnam Customs on the digital transformation plan.

Currently, all state inspection procedures on food safety and electronic C/O search are carried out on the National Single Window Portal and the ASEAN Single Window Mechanism.

In which, the procedures on the national single window for aviation, the number of declarations on the national single window for aviation in 2024 reached 22,134 out of 24,168 flights, the declaration rate compared to the actual number of flights reached 91.58%.

Inspection of licenses and specialized inspection results on the National Single Window Portal (plant quarantine, aquatic animal product quarantine, quality and food safety inspection, chemical declaration, aquatic feed quality inspection, inspection of environmental treatment chemicals for aquaculture, fertilizer inspection, state inspection of imported goods for gasoline and oil items, etc.).

Along with that, the Khanh Hoa Customs Department continues to implement the Automated Customs Management System (VASSCM) for import and export goods at ports with a total of 1,950 import and export declarations confirmed for goods passing through the customs supervision area.

In 2024, the entire Department received and resolved 49,457 administrative procedure dossiers, 100% of dossiers were resolved ahead of schedule and on time.

Recently, the Khanh Hoa Customs Department conducted a survey on the satisfaction level of enterprises on the implementation of administrative procedures in the customs field in 2024 for 60 enterprises, the rate of enterprises positively assessing the implementation of administrative procedures at the customs branches where enterprises regularly carry out customs procedures in 2024 is higher than in 2023.
