Vietnam Customs kicks off campaign for innovation, breakthrough, and growth
The year 2025 marks a significant milestone for Vietnam Customs, coinciding with major national anniversaries and the upcoming Party Congress.
With the goal of building a professional and modern Vietnam Customs, streamlining its organizational structure, enhancing efficiency and effectiveness, synchronizing and transparently implementing customs laws and regulations, reforming administrative procedures towards simplification and harmonization with international commitments, facilitating trade, and improving the satisfaction of citizens and businesses, the General Department of Customs has launched a campaign throughout the entire sector to raise awareness of responsibility, solidarity, unity, proactiveness, creativity, and striving with the highest determination to successfully achieve the emulation targets and indicators of Vietnam Customs in 2025.

The Department will strictly adhere to higher-level directives to restructure its organization into a lean, efficient, and effective entity.
A comprehensive overhaul of customs-related legal documents will be conducted to support the new organizational structure. The focus will be on strengthening policy-making mechanisms, accelerating administrative reforms, and prioritizing institutional reform and digital transformation with a customer-centric approach.
To enhance the effectiveness of customs administration, a thorough review of customs procedures will be undertaken. New procedures will be developed to facilitate centralized customs clearance, simplify processes, reduce intermediaries, and unify management. This will lead to lower costs, shorter processing times, and increased delegation of authority. Additionally, the Department will accelerate digital transformation to ensure stable, secure, and efficient operations.
The Department will comprehensively implement risk management practices across all customs operations. By leveraging advanced technologies of the Fourth Industrial Revolution, the Department will enhance risk management efficiency through compliance assessments, risk profiling, and targeted risk analysis. Effective pre-shipment, in-shipment, and post-shipment controls will be implemented, particularly for high-risk consignments identified through scanning.
Decisively and synchronously implement solutions for managing and administering state budget revenue in 2025, closely following the Government's major orientations on postponing, reducing taxes, fees, and charges in 2025, striving to achieve the highest possible level of state budget revenue plan. Simultaneously deploy comprehensive solutions to combat revenue loss, resolutely handle, coerce, and recover tax debts in accordance with the law; reduce tax arrears, prevent the occurrence of new debts, and ensure that debts at the end of the year do not exceed those of the previous year.

The Department will strengthen cooperation with domestic and international law enforcement agencies to combat smuggling, trade fraud, drug trafficking, and the illegal cross-border movement of counterfeit goods.
Efforts will be made to develop a high-quality workforce of customs officials who are professional, responsible, disciplined, and possess strong technical skills.
A nationwide campaign will be launched to promote a culture of competition and excellence, inspired by the teachings of President Ho Chi Minh on patriotism.
