Increasing nearly 200 billion VND from new enterprises

To well perform the budget task in 2023, from the beginning of the year, Bac Ninh Customs Branch (Bac Ninh Customs Department) has developed a scientific and realistic collection plan. Accordingly, the branch has come up with many effective solutions, including two main solutions of controlling revenues and attracting enterprises.

By the end of June 30, 2023, import-export turnover through Bac Ninh Customs Branch reached US$6.4 billion, equaling 73% over the same period in 2022.

The branch collected VND 1,340 billion, reaching 44.6% of the assigned target, equaling 88% of the same period in 2022.

Through the analysis of the business type and the management mechanism, the Bac Ninh Customs Branch found that export outsourcing enterprises and export processing enterprises, and enterprises dealing with import for production business and import for consumer business (except for some items subject to excise tax that must be done at certain border gates) may choose a customs branch convenient to them to carry out procedures; and goods processed or produced for export are non-taxable free from tax, so to increase budget revenue, the branch has enhanced activities to attract enterprises dealing with imports for consumer business or production business to carry out procedures at the branch.

The leader of Bac Ninh Customs Branch said that to attract more enterprises, the unit has continued to conduct customs reform, development, and modernization to create the most favorable conditions for customs clearance; closely coordinated with other agencies and commercial banks in modernizing revenue collection. Along with that, the branch seriously requested customs officials to comply with discipline and have a good spirit of working attitude, thereby creating the most favorable conditions and promptly clearing goods for enterprises, avoiding procedure-related problems, affecting customs clearance time, and raising costs for enterprises; assign and arrange officials to work on weekends and public holidays. In addition, the unit has regularly met and talked with enterprises through regular business dialogue conferences to disseminate tax laws and policies, and remove obstacles and create favorable conditions for import-export activities, accompany and share difficulties with them.

The branch regularly monitors and captures the operation of businesses in the area to analyze and evaluate revenue from information provided by the Operational Division (Bac Ninh Customs Department).

The results have proved that, in the first six months of 2023 alone, Bac Ninh Customs Branch has attracted 30 more enterprises to carry out procedures, thereby contributing to the budget of nearly VND200 billion.

Closely controlling revenues

Through monitoring and analyzing each enterprise by the type of import and export, the branch has taken control measures to prevent enterprises from tax evasion during customs clearance.

Specifically, identifying humans as an important factor, the Bac Ninh Customs Branch has arranged for qualified officials to be in charge of classifying goods and codes, pricing, and tax policies. On the other hand, the branch has strictly inspected and controlled the declaration of code, price, origin, and tax declaration of enterprises to prevent tax fraud and evasion through codes, prices, and origin of goods. In addition, the branch has stepped up activities to control and fight against smuggling and trade fraud both to prevent violations and deter those from deliberately cheating and evading taxes.

Furthermore, the branch has also effectively implemented some works such as price consultation; checking the final settlement report; tax refund; management of outsourcing, production, and export processing enterprises; supervising waste treatment; procedures for liquidation and conversion of use purposes for machinery, equipment and raw materials of enterprises... thereby actively contributing to the budget collection of the unit, Bac Ninh Customs Branch has collected VND 2.07 billion.

For example, checking the final settlement report, supervising the handling of scrap, managing import and export goods of outsourcing, production, and export processing enterprises, and assigning officials to regularly monitor and evaluate the activities of processing enterprises, helping control the liquidation and change the purpose of use for machinery, equipment and raw materials of enterprises. As a result, the branch effectively fought against several cases of underprice declaration to evade import tax, and reduce corporate income tax.
