Speaking at the conference, Deputy Director of An Giang Customs Department Dao Thinh Vinh said, An Giang Customs has always created the most favorable conditions for import-export activities of enterprises through border gates in An Giang province.

Thanks for the companion and support from the business community in the professional activities of the Customs, Deputy Director Dao Thinh Vinh hoped businesses to frankly share problems and difficulties, give recommendations to the Customs as well as comments on the service attitude of customs officials, so that An Giang Customs Department can consider and have solutions to better serve businesses in the future.

At this conference, An Giang Customs Department spent most of the time guiding, disseminating the law, business support programs of the Customs agency, etc. to the business community, with the hope that the business clearly understand the regulations to properly implement, avoiding unnecessary errors.

A representative of the Technical Department, An Giang Customs Department introduced important contents of new legal documents, such as: Circular No. 33/2023/TT-BTC of the Ministry of Finance on regulations on determining the origin of import and export goods; Decree No. 26/2023/ND-CP dated May 31, 2023 of the Government on Export Tariffs, Preferential Import Tariffs, List of goods and flat taxes, mixed taxes, and out-of-quota import duty rates; Decision No. 15/2023/QD-TTg dated May 31, 2023 of the Prime Minister providing for the application of normal tax rates to imported goods; Decree No. 44/2023/ND-CP dated June 30, 2023 of the Government regulating the policy of VAT reduction.

In the introduction of Decision No. 345/QD-TTg dated April 5, 2023 of the Prime Minister approving the Project "Improving the quality and performance of legal support for enterprises in the 2021-2030 period" , the representative of the Anti-Smuggling and Handling of Violations Division noted businesses many contents related to violations of the customs law on tax policies and customs procedures.

In particular, implementing the pilot program to support and encourage businesses to voluntarily comply with customs law, An Giang Customs Department has been conducting dissemination and expanding contracts with businesses participating in the program to support businesses to improve their compliance with customs law.

In addition to disseminating laws to businesses, through this business dialogue conference, An Giang Customs Department also issued survey questionnaires to businesses about the need for law dissemination and legal support so that the Customs agency can support and serve businesses better.

At the conference, An Giang Customs Department answered a number of questions submitted in advance by businesses related to procedures and export tariff for six types of fertilizers; procedures for goods temporarily imported for re-export.

Businesses said that most of the problems arising during customs procedures were guided and handled in a timely manner by border-gate customs units, so at the annual conference of the Department, there are very few questions, only a few questions about the authorization to sign the customs declaration and bank guarantee have been answered by the Customs.

Mr. Tran Thanh Khien, NAVEE Company, said that with the characteristics of An Giang's border economy, the information provided by An Giang Customs Department at this conference is very useful for businesses to comply with regulations.

"Through this conference, we hope that businesses should contact the customs to solve problems arising during the implementation of new regulations, for problems beyond the customs power, the customs agency shall note them and report a competent authority. The feedback of businesses is very important in amending and supplementing regulations in accordance with the reality”, Deputy Director Dao Thinh Vinh shared.

According to An Giang Customs Department, in the first six months of 2023, there were nearly 370 enterprises carrying out customs procedures at border-gate customs branches under An Giang Customs Department, of which most are enterprises outside the province.

With such characteristics, to help businesses transportation and customs clearance for import and export goods, An Giang Customs Department has offered many solutions to support businesses. Of which, requesting technical units and border-gate customs units to promptly support and remove difficulties for businesses, ensuring publicity and transparency in the performance of official duties; thereby contributing to shortening the clearance time of goods, facilitating import-export and investment activities in the area; improving the business environment and enhancing national competitiveness in the customs field.
