Adding 5 Registration procedures for deployment under National Single Window

VCN- Talking to Customs News reporter, representative of Motor Vehicle Quality Department (Vietnam Registry Department, Ministry of Transport) said: From October 2016 to the end of 2017, registry offices will promote and gradually improve the deployment of additional 5 administrative procedures related to motor vehicle production and assembly in country under the National Single Window (NSW).

The registration procedures applied under NSW bring practical benefits for businesses.

Specifically, these procedures include: Design evaluating; Sample products testing; inspection and evaluation of components used in manufacturing, assembly; Assembly Production Certificate; Quality factory testing Certificate.

Starting from October 2016 promotion, the fast, easy procedures are immediately opened after 1 - 2 months, however, more complex procedures are opened after 5-6 months. The target is from October 2016 to the end of 2017 will complete the entire application of 5 procedure above under NSW.

VCN- After nearly 2 years of implementation (since November 2004), the National Single Window (NSW) has officially ...

"Compared to the NSW application for 5 current procedures, the 5 upcoming procedures are expected to be more detailed, and complex therefore workload set for registry offices will be many times larger than before. However, on the basis of the procedures were carried out with experienced and legacy team work, registry offices are quite confident in the deployment of new additional procedures”, the representative said.

Earlier, in the end of May 2015, the Ministry of Transport officially launched online public services level 4 in registry sector participated in NSW. During that time, 5 registration administrative procedures have implemented NSW are procedures certificate the quality of technical safety and environmental protection for: Motorcycles, imported motorcycles and imported mopeds for motorcycles and mopeds assembling; imported electrical bicycles; imported special-use vehicles; motorized four-wheel vehicles transporting passenger with limited activities; imported motor vehicles.

The latest update to 8/9/2016 shows: The number of records through the NSW system is 12,357 records with a total of 111,112 certificates issued. Currently, there are more than 800 enterprises involved in the deployment NSW, accounting for 95%. 100% records are conducted electronically, no paper records. Some enterprises have not joined NSW remaining mostly small businesses, non-commercial imports.

Representative of Motor Vehicle Quality Chamber evaluated: The 5 above procedures are carried out quite smoothly, without any issues. The key to this success is the registration units are not only processing online in receiving and returning records, but also in the entire processing of professional transactions.

For example, after receiving the documents through NSW, records are posted online to inspection teams of the regions across the country. When the registration officers inspect actual goods upon customer’s requests, the inspection record establishing phase is also conducted online on the system. When having the result, inspectors immediately send the results to the treatment units and print out the certificates to enterprises.

"Theoretically, certificates can be issued within 2 hours since the enterprises submitting records, in conditions that enterprises have declared accurately, and not adjusted anything. Currently, the certification takes place in only about 1-2 days", the representative added.
