Which kinds of goods are pioritised to clear at Lao Cai during epidemic of Covid-19?

Ha Duc Thuan – Deputy Director of Lao Cai Economic Zone said the People’s Committee of Lao Cai province agreed with the proposal of the Lao Cai Industry and Trade Department on the list of import and export goods for pioritising customs clearance during the epidemic of Covid-19.
For exported goods, the priority order of customs clearance is as follows:
1. Commodities of fresh agricultural products and seafood are still backlogged and gathered at the border gate; 2. fresh agricultural products and seafood; 3. other goods.
For goods with the same criteria as above, priority shall be given to implement customs clearance procedures for goods which have paid fully tax for importing to China.
For imported goods, the priority for customs clearance is as follows:
1. Machinery and equipment for construction and installation of domestic factories; 2. chemicals, carbon and other raw materials, fuels serving production activities of domestic factories; 3. Agricultural products and seafood still backlogged and have completed customs clearance at Ha Khau border gate; 4. the goods that can be disinfected directly onto the goods; 5. other types of goods.
For imported goods, there is a need to ensure the prevention of epidemics, strictly managed and supervised; ensure complete elimination of risks of disease transmission.
People's Committee of Lao Cai Province assigned the Economic Zone Authority to work with the Plant Quarantine Region VIIIBranch and relevant authorities in carrying out classification of vehicles transporting export goods of Vietnam (mainly agricultural products) that the Chinese side imports in the form of paying full tax and border trade.
For vehicle transporting exported goods of Vietnam, which are imported in form of paying full tax to China, there is no limit about quantity. For means of vehicle transporting exported goods of Vietnam, which are imported in the form of border trade to China (exchanging by border inhabitants), based on the situation of notification and exchange of the Chinese side to regulate the number of exported vehicles accordingly.
Facing the complex situation of Covid-19, Lao Cai province is one of the localities that has been creative in finding solutions to control the import and export of goods flexibly, but strictly ensure safety on epidemic prevention at international border gates.
Since February 8, up to now, competent forces in Lao Cai have organised to implement clearance procedures for exporting nearly 1,000 cargo trucks, of that dragon fruit accounted for large volume.
Thuan added that, due to the impact of the Covid-19 epidemic, in Lao Cai province, import and export activities mainly took place only at Kim Thanh international border gate No. II.
