The role of trade facilitation of the Customs sector contributes to achievement of USD 700 billion in import and export

On December 15, import and export turnover hit a new record of 700 billion USD, according to statistical data of the General Department of Customs.

Contributing to the above impressive achievement cannot fail to mention the role of trade facilitation of the Customs sector.

In the state management of customs, the Customs sector has made many efforts and achieved positive results in perfecting the legal system, reforming institutions, and facilitating trade activities and is preparing to implement Digital Customs.

Specifically, from the beginning of the year until now, there have been 14.5 million customs declarations, an increase of 5.1% over the same period in 2021; including 7.5 million export declarations, up 5.4% and more than 7 million import declarations, up 4.7%. The number of electronic declarations accounted for 97.5%.

The number of enterprises participating in import and export of goods is 96,100, of which enterprises doing customs procedures by electronic method account for 99.8% with a turnover of 99.95%.

Currently, there are 46 commercial banks participating in budget collection with the General Department of Customs, of which 36 commercial banks collect via electronic payment gateways 24/7.

Total budget revenue through the e-Payment Gateway by December 13, 2022 is 408.8 trillion VND, accounting for 98% of the total budget revenue of the whole industry, of which 61.34 trillion VND is collected through the electronic payment gateway and customs clearance 24/7, accounting for 14.7% of the total budget revenue.

Regarding the implementation of the National Single Window and the ASEAN Single Window, by December 1, 2022, there were 250 administrative procedures of 13 ministries and branches connected to the National Single Window.

For the ASEAN Single Window, Vietnam has exchanged electronic certificate of origin information form D with all nine other ASEAN member countries. At the same time, the General Department of Customs coordinated with the ASEAN Secretariat and ASEAN member countries to connect and exchange ASEAN Customs declarations (ACDD) according to the common roadmap of ASEAN.

Vietnam is preparing relevant requirements to connect testing and exchange of phytosanitary certificates; exchange to develop solutions and roadmaps to connect and exchange electronic documents between ASEAN members and major trading partners of Vietnam such as Japan, China, and Korea.

In order to continue to create more favorable conditions for export and import activities, the Government is directing the Ministry of Finance and the General Department of Customs to continue strongly and drastically implementing institutional and economic reforms, administrative procedures, digital transformation; deploying Digital Customs, aiming for a smart Customs model to reduce customs clearance time, reduce compliance costs for people and businesses, improve national competitiveness.

In addition, the whole sector focuses on combating origin fraud and illegal transshipment of goods; smuggling and commercial fraud; strictly handling violations of intellectual property; creating a fair and transparent business environment.
