Specifically, the Deputy Prime Minister requested the ministries and sectors to complete the promulgation and publicization of the List of goods subject to quality inspection (group 2) to be consistent with the List of Vietnamese imports and exports issued by the Ministry of Finance; to minimize the percentage of products and goods subject to pre-Customs clearance inspection, specify HS code for each item; to publicize standards and legal basis for inspection; to review and amend procedures for licensing and specialized inspection to meet the criteria stipulated in Decree No. 63/2010 / ND-CP (revised), to be completed in the first quarter of 2019.

In particular, the procedures for quality inspection must ensure that procedures for pre-clearance audit and post-clearance audit that are based on the List of goods in group-2 according to specialized management field must be clarified; Goods subject to pre-clearance audit must be goods or goods of high risk and directly affecting epidemics, infectious diseases, people's health, social order and security, social morality and custom and environment.

In addition, it is necessary to specify the order, time and steps for implementation of each procedure attached to the responsibilities of the State inspection agency for goods quality with the agencies and organizations involved in the inspection process; to determine the sampling, sampling time, sampling rate, sampling methods, responsibilities of agencies, organizations and enterprises involved in sampling and sending testing results; to clarify the method of implementation, requirements for dossier and simply the required documents; to publicize the payment method of fees and charges (if any) by electronic method in accordance with the implementation of administrative procedures on the National Single Window Portal; to specify the conditions and criteria on exemption from inspection, reduction of inspection or strict inspection, thereby evaluating the risk level and goods channel classification as well as taking appropriate inspection measures to shorten the Customs clearance time for goods of low risk.

At the same time, completing the technical standard system according to the provisions of the Law on Product and Goods Quality. For the case where it is not possible to promulgate the national technical standards, it must be reported to the Prime Minister on the causes, solutions and implementation roadmap after obtaining the opinions of the concerned ministries and sectors before 31st December 2018; Carrying out the principles to specify the management responsibility for imported and exported goods according to products and goods instead of specialized management field, avoiding overlapping in specialized management and inspection.

In the cases where there is a need for coordination among ministries and agencies, it is required to specify the coordination responsibility and coordination time. It must ensure that only one result is granted to an enterprise for one item or one batch of goods.

Promptly connecting procedures for licensing and specialized examination with the National Single Window to comply with the progress of the Prime Minister's Decision No. 2185 / QD-TTg dated 14th November 2016. At the same time, encouraging conformity assessment organizations to participate in the application of the National Single Window in the handling of procedures for quality inspection of imported and exported goods; publicizing fully, accurately and precisely administrative procedures under its management scope, and public and administrative procedures already publicized on the National Database on Administrative Procedures.

Improve the functions of the National Single Window Portal

The Deputy Prime Minister required the Ministry of Information and Communications to carry out the necessary procedures to abolish the procedure for "Licensing of imported radio transmitters or transceivers"; coordinate with the Ministry of Finance to stop the implementation of this procedure on the National Single Window Portal for anti-waste of state budget.

The Ministry of Health shall conduct the procedures as prescribed to abolish the effect of Circular No. 30/2015 / TT-BYT and report to competent authorities the on amendments to the Government's Decree No. 36/2016 / ND-CP in the third quarter of 2018, to ensure the uniformity, clarity and transparency of the licensing procedures of medical equipment and to specify cases subject to import licenses.

The Ministry of Defence and the Ministry of Public Security shall review the goods, which are subject to licensing and specialized management of other ministries and sectors but directly affect national security and defence, and coordinate with ministries and sectors in the process to complete the procedures for import licensing for goods which other ministries and sector consult the Ministry of National Defence and the Ministry of Public Security to report to the Prime Minister in the third quarter of 2018.

The Ministry of Finance shall publicize fully the List of Vietnamese imports and exports attached with HS codes on the National Single Window Portal; Host and coordinate with ministries and sectors to improve the functions of National Single Window Portal to meet the requirements on connecting, sharing, saving and exchanging information during the administrative process; connect and share information between the National Single Window Portal and the National Database on Administrative Procedures in order to publicize, unify and regularly update administrative procedures in accordance with the regulations, thereby saving human resources for updating the administrative procedures and helping enterprises get sufficient information on administrative procedures.

The Ministry of Science and Technology shall review, urge and coordinate closely with ministries and sectors to accelerate the promulgation of national technical standards and report to the Prime Minister on the performance results and solutions before 31st December 2018.

The Deputy Prime Minister also asked the Government Office to monitor and urge the ministries and sectors to strictly observe the regulations on publication and publicity of administrative procedures; to carry out quality control of administrative procedures published by ministries on the National Database of Administrative Procedures; To closely coordinate with ministries and sectors to look back and amend procedures for licensing and specialized inspection for imported and exported goods and to apply information technology to handle administrative procedures.
