Accordingly, the department has set the goal of maintaining the top place in DDCI, scores of sub-indexes higher than in 2022, and there is no criterion of less than 5 points.

The department effectively performs tasks and solutions to improve business investment environment and enhance competitiveness index; uphold the spirit and attitude of serving businesses and investors; reform management quality, promote digital transformation in serving, supporting and developing businesses, boost import and export, immigration activities across the area.

To achieve the above goal, Quang Ninh Customs focuses on promoting digital transformation under the roadmap of the General Department of Vietnam Customs to comprehensively transform the State management on Customs area in the modern digital environment, ensuring security; implements Customs reform and modernization with people and business-centric approach; considers efficiency and satisfaction as a measure of service quality, creating a transparent and favorable business environment.

The department actively and flexibly performs administration in accordance with the legal framework, aiming to create favorable business and import-export environment; promptly resolves difficulties and problems in the implementation of state policies; proposes breakthrough solutions to best support businesses.

On the other hand, the department focuses on the receipt and response to proposals of enterprises, contributing to transparency and sharing of enterprises with the customs authorities in solving the problems.

In 2023, Quang Ninh Customs continues to execute the Service Quality Assessment System for Customs officers performing procedures, CDCI and strengthens inspection and supervision of officers, especially those in direct contact with enterprises. To effectively implement the plan, the Department has assigned specific tasks to subordinate units, the focal units, leading units of 8 sub-indexes of DDCI.
