Quang Ninh Customs: Comprehensive digital transformation in management

Inevitable trend

Quang Ninh Customs Department has run the VNACCS/VCIS System at 100% of subordinate units, ensuring quick customs clearance; processed 100% procedures via online public services HQ 36; widely applied IT in internal direction and administration, which have achieved positive results.

The department said that the IT systems built and operated have not yet applied technologies of the Industrial Revolution 4.0 (such as AI, Big Data, Blockchain, IoT), so they have not met the requirements of Digital Customs, Smart Customs and e-Government under the direction of the Politburo, Government, and Ministry Finance. These systems have not yet been fully digitalized and met the need for information exchange between the National Single Window and relevant parties because most of the data are managed separately by each ministry and sector.

The department has built the Digital Transformation Plan to 2025, and vision to 2030.

In this plan, the local customs department defines Digital Transformation as an inevitable trend and a key and long-term task for 2021 - 2025; consider the people as the center, target and motivation to create breakthroughs in development, and improve productivity, quality and efficiency.

Accordingly, the above plan is developed to ensure consistency and a unified direction for the common goal of the sector, proactively and actively innovate and closely link with administrative reform of Quang Ninh Customs Department; suitable to the actual situation at each stage; is to fundamentally change the working styles and methods of all levels, subordinate and attached units.

The department has actively commented on the draft Resolution of the local government on the comprehensive digital transformation of Quang Ninh province for 2021-2030. The department proposed the contents and tasks of digital transformation in the Comprehensive Digital Transformation Project of Quang Ninh province for 2021-2025, vision to 2030; given opinions on updating ministerial and provincial Digital Transformation Index; proposed solutions for digital transformation; assigned officers to participate in the program of 100 key officials on digital transformation.

Five solution groups on digital transformation

Five groups of solutions for Implementing Resolution 09-NQ/TU of the Standing Board of Quang Ninh Provincial Party Committee on the comprehensive digital transformation of Quang Ninh province to 2025, orientation to 2030, the Party Committee of Quang Ninh Customs Department has issued the action program to implement at the Committee, associated with the task of digital transformation of the Customs sector in the near future.

The action program defines the goals, tasks and solutions in Digital Transformation to integrate with the local political system and strives to complete the digital customs by 2025, especially comprehensive digital transformation in customs control with an information technology system with a high degree of integration, openness, and conformity with international standards, meeting the needs of automatic handling of the customs process, implementing customs procedures "anytime - anywhere - on any device" by applying latest advances of the 4th Industrial Revolution.

The Department also concretizes five key solution groups for digital transformation. The department actively participates in reviewing legal documents and processes to meet the requirements of digital transformation of the Customs sector, contributing to improving the legal environment and mechanisms and policies on digital transformation; improving competitiveness and promoting the Customs-Business partnership, and contributing to the development of the digital economy; ensures human resources for the digital transformation; the group of solutions related to promoting cooperation and sharing on digital transformation in the customs field; ensuring effective participation in the digital transformation process of Quang Ninh province and the Customs sector.

2022 is the 6th consecutive year that Quang Ninh Customs Department has conducted Department and District Competitiveness Index to create a reliable, wide and transparent information channel for businesses to contribute ideas about the service quality of the Customs. An important content that Quang Ninh Customs Department will focus on implementing to improve the service quality is promoting administrative reform, customs modernization, and effective implementation of digital Customs, Smart Customs; thereby creating a favorable climate for businesses.

Quang Ninh Customs Department has had four consecutive years (2017, 2018, 2019, 2021) leading the DDCI of Quang Ninh province.
