Quang Ninh prevents coal smuggling across border

VCN – Competent forces in Quang Ninh area need to develop specialized plans and proactively suggest solutions to prevent and fight effectively the acts of smuggling and illegal transport of coal across border.

That is one of the suggestions that the Quang Ninh Provincial People's Committee put forward in a plan to prevent and fight against smuggling and illegal transport of coal across borders.

According to the People's Committee of Quang Ninh province, the Covid-19 pandemic has been basically controlled, and production and business activities have been promoted, so the demand for coal consumption has increased.

However, due to the influence of the political security situation in the world and the adjustment of policies of some coal-producing and exporting countries, the supply of this item faces many difficulties. As a result, illegal coal mining, gathering, processing, transportation and trading activities, especially smuggling and illegal transport of coal across borders have been complicated.

The plan issued by the People's Committee of Quang Ninh province aims to improve the state management responsibility of departments, agencies, and local People's Committees in the prevention and control of crimes and violations of the law related to smuggling and illegal transport of coal across the border; synchronously deploying tasks and solutions to firmly grasp the situation of business activities and illegal transportation of coal across border, and promptly detect and strictly handle violations.

According to the plan, Quang Ninh province will continue to strictly implement legal regulations and directions of the central government, Quang Ninh province and competent agencies in management, inspection, prevention and combating activities of smuggling and illegal transport of coal across border.

At the same time, strengthening the leadership, direction and synchronous implementation of professional measures of leaders at all levels to firmly grasp the situation of coal import and export activities under their management areas is key.

Establishing thematic plans and proactively proposing measures to effectively prevent acts of smuggling and illegal transport of coal across borders; and improve the efficiency of coordination among agencies, units and forces.

Through the struggle to identify and determine the causes and conditions that create loopholes, shortcomings and limitations in State management, operating mechanisms and policies, and law enforcement in resources management to promptly advise and recommend state management agencies, local authorities and relevant units in order to enhance responsibility in the fight against crime and violations related to smuggling and illegal transport of coal across the border in Quang Ninh province.

In addition, Quang Ninh province also regularly improves the quality of law dissemination on state management in the prevention and combat of crimes and violations related to illegal transport of coal across borders, new methods and tricks of the subjects; risks affecting energy security; so as to not participate in or abet the subjects, promptly providing information and denouncing violations to the competent forces.

In order to effectively implement the plan, Quang Ninh province assigned the Quang Ninh Customs Department to maintain the correct implementation of customs procedures, strengthening inspection and supervision of exported and imported coal.

Furthermore, synchronously deploying professional measures, strengthening patrols and control to promptly detect and strictly handle acts of smuggling, trade fraud and illegal transport of coal across borders. Coordinating with the Department of Finance to advise the Provincial People's Committee to report on summarizing and evaluating the implementation of the export duty policy for coal, proposing recommendations to improve the export duty policy.

The People's Committee of Quang Ninh province also assigned the Border Guard Command of the province to strengthen patrols and control along the land and sea border, seaport areas, and national waterways to promptly detect and strictly handle those who illegally transport coal across border, preventing the formation of lines, groups and hot points on smuggling and illegal transport across border.

At the same time, regularly exchanging information with relevant forces on subjects and vehicles involved in smuggling, trade fraud, illegal transport of coal on border lines and sea areas to coordinate management and struggle; and regularly organize patrol, control and handle acts of illegal transport and export of coal.
