Number of enterprises increases rapidly

We were at the Customs Branch of QuangNgai Industrial Zones in a late afternoon when two containers carrying imported raw materials arrived at the centralized checkpoint. Deputy Manager Nguyen Van Tham said these imported goods are for export processing and production. The branch always arranges civil servants to clear customs procedures immediately. This year, the number of enterprises carrying out procedures at the branch increased by more than 80 enterprises, bringing the total number to over 200 enterprises, the number of import and export declarations also nearly doubled compared to 2018 andthe number of export shipments registered for clearance overtime increased, so the branch always creates the most favourable conditions to helpenterprises to export goods ontime.

Sharing with us about the reform and facilitation for enterprises, Director of QuangNgai Customs Department Vu Van Hai said import and export goods of enterprises carrying out procedures in the area were very simple, in addition to the imported oil products of Dung Quatoil refinery plant, machinery and equipment of HoaPhat Steel Factory, major import and export goods belonged to export processing enterprises.

Hesaid enterprises with good performance would have a positive impact on revenues, stabilisingand increasing revenues for the department. Therefore, facilitation for the business community is one of the solutions to raise revenue and increase State budget revenue. In addition to maintaining the team in charge of solving problems for enterprises at customs branches, in 2019, the QuangNgai Customs Department organised seminars with export processing enterprises. Thereby, answering questions and providing guidance on problems related to imports of raw materials, tools, machinery and equipment for production and usein export processing enterprises; preparation and submission of financial statements of the above materials and tools; and customs procedures for goods required for repair and warranty repair as well as handling of waste and faulty products.

The administrative reform and customs modernization have been drastically directed, focusing on promoting the customs-business partnership. The department signed a cooperation agreement to support large enterprises which regularly carry out import and export procedures at the department; and customs clearance 24/7 and deployed online public services.

Budget revenue exceeds the target

The State budget revenues of QuangNgai Customs Department were mainly from imported crude oil of Binh Son Refining and Petrochemical Company Limited and goods for the investment projects of HoaPhat Dung Quat Steel Joint Stock Company. The department has created the best conditions in carrying out import procedures for goods of HoaPhat Dung Quat Steel Joint Stock Company for its factory to come into operation soon. So far, this company has produced and exported itsfirst shipments. Currently, Dung Quat Port Customs Branch has carried out procedures for 19 export steel shipments of this company, with a total turnover of more thanUS$33 million.

In addition, QuangNgai Customs Department always attaches great importance to anti- revenue loss by professional measures. In 2019, the unit conducted 10/10 inspections at the customs declarant's offices, reaching 100 percent of the plan, the revenue from the post-clearance inspection was VND 2.35 billion, reaching 235 percent of the target.

With the efforts of the leadership and officials of QuangNgai Customs Department has fulfilled the State budget revenue targets of the General Department of Customs. QuangNgai Customs Deputy Director Bui Van Quan said in 2019, QuangNgai Customs Department was assigned a revenue target of VND 2,500 billion VND. In the first nine months of 2019, the department basically completed the assigned targets, including State budget revenue increased by 18.4 percent over the same period in 2018. On October 14, 2019, the General Department of Customs decided to assign an additional revenue target toQuangNgai Customs Department to VND 3,000 billion. As of November 25, the unit has exceeded the additional target, with VND 3,070 billion, reaching 123 percent of the assigned target.
