Quang Nam Customs focuses on preventing revenue loss

Recovering nearly VND19 billion from PCA
Although there are only 6 civil servants specialized in post-customs clearance audit (PCA), in 2023, Quang Nam Customs Department conducted 13 inspections at customs declarants' headquarters, collecting nearly VND19 billion.
According to Deputy Director of Quang Nam Customs Department Tran Ngoc Duc, to achieve the above results, from the beginning of the year, Quang Nam Customs Department determined that PCA is a central and key task, so the unit promptly directed specialized units to make plans and collect information on risky topics and some suspicious activities, such as: the use of machinery, equipment, and fixed assets of the investment project entitled to tax incentives; goods with two tax rates and origin of goods.
In addition, Quang Nam Customs Department directed its affiliated customs branches to strengthen PCA work, focus on reviewing documents, identifying risky enterprises and items through the internal database and information provided from units outside the industry, especially information from the VNACCS/VCIS System, pay attention to the Green channel declarations on the system, imported and exported goods with high tax rates, large turnover, and high risk and goods of incorrect declaration of taxable value, etc. In addition to the inspections conducted by the PCA Department, the customs branches conducted three audits at the Customs headquarters, collecting nearly VND700 millions of tax.
According to Deputy Director Tran Ngoc Duc, despite the lack of staff, the PAC Branch only has 1one leader and five executive officers. Most of officers working on PCA work are young, dynamic, and master directive documents of all levels related to PCA work as well as regulations on operations. Notably, the PCA Branch has many introduced effective solutions such as closely following the plans of the Customs sector and the Quang Nam Customs Department, building a specific plan to implement at the unit to achieve the highest quality in compliance with regulations, while still creating favorable for import and export activities of businesses.
As a result, the department identified many violations through PCA work, collected nearly VND19 billion; of which, the PCA Branch contributed VND18 billion to the state budget, reaching 363% of the assigned target, and other branches contributed nearly VND700 million.
Offering effective anti-revenue loss solutions
In order for PCA work to achieve high results, Quang Nam Customs Department directed units to perform well the information collection and risk management. Accordingly, strengthening the information collection and updating, and closely working with border gate and outside border gate customs branches to ensure full collection of information about the import and export process of enterprises to serve PCA. At the same time, focusing on dissemination about PCA for the business community to receive consensus and cooperation; strengthening coordination with relevant agencies to better perform PCA work.
In addition to PCA, Quang Nam Customs Department focused on effectively implementing many solutions related to tax collection and management for imports and exports according to the guidance of the General Department of Customs, ensuring revenue and preventing revenue loss.
Along with the above solutions, Quang am Customs Department has always focused on the combat against smuggling, trade fraud and illegal cross-border transportation of goods in the past year. Accordingly, the department drastically implemented measures to control, patrol and grasp situation in the area and high-risk entities, maintain on-duty work to receive four reports on violations and collected more than VND120 million. In addition, the department presided over and coordinated with other authorities to bust four cases involving many suspects, including three illegally transporting 6.5kg of drugs and dried marijuana; one illegally transporting currency across the border...
Promoting effectiveness in tax management, Deputy Director Tran Ngoc Duc said that in 2024, Quang Nam Customs Department will focus on a number of key contents, in which, for PCA work, the department will implement the PCA Plan 2024 at the customs declarant's headquarters based on the decision to assign the plan of the General Department of Customs and at the Customs headquarters according to the results of information collection; strive to complete assigned targets. At the same time, the department will proactively collect information on risk warnings in fraud of origin, value, tax code of some key and high-turnover items.
Customs branches will continue to effectively carry out customs procedures for import-export goods, transit goods, means of transport of temporary exports for re-imports, temporary imports for re-exports in accordance with regulations; strictly inspect and supervise the import and export of goods, means of transport and luggage of passengers, and prevent the trafficking and transportation of wild animals and drugs across borders, and strengthen patrols and control border crossing activities of people and businesses to promptly prevent violations.
Through price ruling work, the department rejected the declared value for 4 cases, imposed tax of more than VND600 million, up 453% year-on-year; the goods analysis and classification was focused, thereby recovering VND8.7 billion of tax and imposing a fine of VND1.5 billion. |
