Quang Nam Customs leads local DDCI ranking

Facing the difficult economic situation in the world and in the country, Quang Nam Customs Department has synchronously implemented many solutions to successfully complete 2023 tasks in 2023.
In 2023, the situation of export, import, and transit of vehicles through Quang Nam rose, of which there were 246 sea vehicles, up 31.55% over the same period last year, and 26,923 road vehicles, up 283% over the same period last year.
The number of declarations for goods in transit through land border gates increased dramatically 1,629% year-on-year to 899 declarations, total volume of goods rose 1,208% year-on-year to 296,593 tons, mainly on bauxite aluminum ore and cassava starch in transit from Laos to China. On the sea route alone, goods in transit decreased by 10.74% year-on-year to 1,839 declarations/4,479 containers, mainly on some fresh bananas and aluminum ore.
Quang Nam Customs Department conducted customs clearance for nearly 600 businesses with 118,681 declarations, down 10.19% year-on-year; recorded a trade turnover of more than US$3,575 million, down nearly 24% year-on-year, of which the taxable imports of items with large revenues declined by 37.4$ to only US$1,200 million, especially imported components, raw materials, machinery and equipment of Truong Hai Group, this has affected budget revenue.
As of December 10, 2023, Quang Nam Customs collected nearly VND5,400 billion, down 42.4% over the same period last year and reaching 93.1% of the assigned target (VND5,800 billion).
Despite difficulties in budget collection, Quang Nam Customs has also focused on drastically, synchronously and effectively implementing many solutions related to tax collection and management for imported and exported goods under the guidance of the General Department of Customs, contributing to ensure revenue, prevent revenue loss and overcome limitations in tax management practices.
For example, in the price consultation work, the department rejected valuation of 4 businesses and imposed a tax amount of more than VND600 million, an increase of 453% over the same period last year; the analysis and classification of goods was focused, thereby collecting VND8,756.83 million and sanctioning more than VND1,461.5 million. The inspection and examination work was strengthened, including 01 specialized inspections, 07 audits of final settlement report and 16 post-clearance audits (13 inspections at the customs declarant's headquarters, 03 inspections at the customs office); the total amount of tax arrears collected through inspections is VND18.84 billion..
Along with the above solutions, the work of combating smuggling, trade fraud and illegal transportation of goods across the border in the past year has been always focused by Quang Nam Customs. Thus, the department maintained effective duty work with 4 reports of violations, and collect taxes of more than VND120 million. The department chaired and coordinated with others to implement four seizures and five arrests, including 3 suspects committing to illegally transportation of 6.5kg of dried marijuana drugs and one illegally transporting currency across the border.
In addition, Quang Nam Customs Department has mobilized resources to make and implement the "Plan on reform, development and modernization of Quang Nam Customs Department until 2025" and the detailed plan to deploying key reform, development and modernization activities in 2023.
The department regularly provide information to customs declarants, implement measures and providing maximum and timely support to businesses during the customs clearance process; organize periodic dialogues with businesses according to plan, develop Customs - Business partnerships. Therefore, the results of the survey on the level of satisfaction with the implementation of administrative procedures in the customs sector in 2023 show that the majority of businesses appreciate the efforts of Quang Nam Customs Department in improving the quality of management and administration.
The provincial DDCI ranking in 2023 records the first position for Quang Nam Customs Department. This is a testament for the continuous efforts of officers, civil servants and workers of Quang Nam Customs in the past year./.
