Nam Giang International Border Gate Customs Branch makes great effort to overcome difficulties

Volume of imports and exports soars

Previously, the volume of goods imported and exported acorss Nam Giang Border Gate was insignificant. The imported products were only fresh cassava, dried cassava chips, coffee beans, and re-imported machinery and equipment to serve hydroelectric projects in Laos. The whole year's import-export turnover of goods was only about US$16 million; vehicles on exit and entry was 4,500 vehicles…

According to Manager of Nam Giang International Border Gate Customs Branch Nguyen Hoang said that since August 2021, the volume of vehicles on exit and entry across Nam Giang Border Gate has increasingly grown.

In August, the volume of processed customs declarations increased by 16% year-on-year to 104 declarations with the import and export turnover of over US$7.6 million, down 38%. 5,157 vehicles were cleared, up 446% year-on-year.

As of August 31, the branch processed 744 declarations, up 17%, with the import and export of over US$61.2 million, up 36%; cleared 14,035 means of transport, up 195%; collected and remitted about VND96 billion to the State Budget, up 143% year-on-year, meeting 64% of the target. Exported goods mainly are materials and equipment for construction and repair of hydroelectric projects in Laos, beer cans, and asphalt. The imported goods include re-imported machinery and equipment to serve hydroelectric projects, dried cassava chips, sawn timber, and electricity…

From the end of May, bauxite aluminum ore products have been transited across Chan May Port (Thua Thien Hue) and Chu Lai Port (Quang Nam) to ship to China soared.

In August alone, the branch processed 225 transit declarations with 2,184 trucks carrying 71,645 tons of goods.

The transit item is bauxite aluminum ore. By the end of August, Nam Giang International Border Gate Customs Branch has completed customs procedures for 356 transit declarations (an increase of 947%), with 4,005 trucks transporting more than 129,265 tons of goods. Transit goods are bauxite aluminum ore and cassava starch.

Making great efforts

According to Nguyen Hoang, the volume of goods and means of transport on exit and entry across Nam Giang International Border Gate is increasingly, requiring great efforts by the Customs force to complete the actual work. In 2022, the branch cleared 7,850 vehicles, and collected about VND 100 billion.

In addition, the branch has reviewed means of transport beyond the time limit for re-export and re-import as request by local customs branches. It has also inspected these vehicles to identify and notify Vietnam Road Department, Traffic Police Department and Customs Branches to trace vehicles.

Mr. Dang Thanh Dung said that Deputy Director of Quang Nam Customs Department said that the department’s leaders have understood difficulties of customs officers at the border gate, given priority and supported the officers in performance and instructed to resolve obstacles. The leaders also proposed the senior leaders to equip advanced machinery to server the working performance at the branch. The department will allocate more human resource for the branch.

To meet requirements for customs clearance for goods and vehicles, in the last months of the year, the branch continues to effectively process customs procedures for imported-exported and transited goods, vehicles temporarily exported for re-imported, temporarily imported for re-exported; strictly check luggage of people on exit ad entry.

The branch will review and guide businesses to declare product names to apply HS codes and apply tax rates in accordance with regulations; strictly inspect and supervise the import and export of goods, means of transport, and luggage of people on exit and entry, and prevent the trafficking and transportation of wild animals and drugs across borders. Strengthen patrols and control of cross-border activities of people and businesses, especially petroleum products carried on vehicles showing signs of illegal transportation across the border gate.

To overcome the lack of human resources, the branch promotes the IT application in handling administrative procedures. Implement the innovation project on one-stop-shop mechanism in handling administrative procedures; implement the system of declaring, receiving, checking and confirming the e-manifest of imported goods information under to Official Dispatch No. 1790/TCHQ-GSQL dated April 17, 2023 of the General Department of Vietnam Customs... to create the most favorable conditions for businesses and people.
