For the Quang Tri area, taking advantage of the difficult and complicated border situation, border citizens illegally transporting narcotics, especially in the two districts of Huong Hoa and Dakrong have skinship relations. These areas have a system of trails, border crossings and border rivers very convenient for cross-border transportation of goods.
