Import and export surges
Statistics from the Quang Tri Customs Department show that import-export, immigration, and transit activities in the area in the first quarter of 2024 soar.
As of March 15, Quang Tri Customs Department recorded 64,675 vehicles on exit and entry, up 16.67%, and 164,308 passengers on exit and entry, up 18.67%. The department processed procedures 2,999 declarations, increasing by 11.99%; with the turnover of US$ 197 million, up 35.03%, and 756 milllion tons, up 47.41%.
In addition, the department has processed procedures for 4,521 declarations for transit goods, increasing by 26.67% compared with the first quarter 2023 with the value of about US$1.4 billion, up 10.17%, and total volume of goods at 657 thousand tons, up 23.73%.
For example, in the first quarter of the year, La Lay Border Gate Customs Branch processed procedures for 20,361 vehicles on exit and entry, up 2.66%; 52,829 passengers, up 25.69%; 556 import and export declarations, up 7.54%. The import and exported turnover reached US$50.359 million, up 41.88%, and volume of goods of 415,442 tons, up 53.01%.
The leader of La Lay Border Gate Customs Branch said that in order to facilitate trade, the branch has regularly grasped information and status of enterprises, thereby instructing and removing arising problems, contributing to promoting import and export activities across the area.
“Since the beginning of March, import and export activities through the area have improved. There are about 300 vehicles exiting and entering across the area on average per day. The imported coal and exported petroleum are two items that greatly impact on the growth in declarations, turnover and flow of goods across the area.
The branch has processed procedures for about 8,000-10,000 tons per day. In addition, when the volume of imported coal is stable, and the quantity of exported petroleum products increases due to the demand for coal mining in Laos,” a representative of La Lay Border Gate Customs Branch said.
In December 2023, La Lay Border Gate Customs Branch officially put into operation the software system for managing entry and exit means of transport of Hoanh Son Group Joint Stock Company at the branch”. The use of the software reduces customs clearance time from 3 to 6 minutes per vehicle. Each vehicle is issued a QR code. Customs officers use code scanning equipment for supervision. The software system automatically searches for all information criteria related to vehicles on entry and exit and display it on the interface for Customs officers to check and confirm customs clearance.
At Lao Bao Border Gate Customs Branch, the branch has processed procedures for 2,011 import and export declarations, up 12.47%, with the import and export turnover of US$ 116.842 million, up 35.16%; and 209.93 million tons of cargo, up 28.48%.
At Cua Viet Port Border Gate Customs Branch, the Branch has processed 432 declarations, up 15.8%; 131 thousand tons of cargo, up 67.56%, with the import-export turnover at US$29.7 million, increasing by 24.4%.
Supporting enterprises in development
Recently, at the 2024 Customs-Business Dialogue Conference held by Quang Tri Customs Department, Director Tran Manh Cuong said that accompanying businesses is a requirement and responsibility to support businesses in overcoming difficulties, contributing to the socio-economic development in the area.
The Customs industry as well as Quang Tri Customs Department have made great effort in customs modernization and facilitation to people and enterprisers in import and export activities. The department hopes that businesses will continue to participate in the process of Customs reform and modernization, and digital transformation for the goal of Customs and Businesses accompanying, collaborating, and developing together.
In the near future, the department will report to the General Department of Vietnam Customs to instruct regulations on customs control area and recognition of customs checkpoint when the project puts into operation. In addition, the department will build and install infrastructure system and equipment to serve the customs inspection and supervision process and support import and export activities of goods at the port area, and support My Thuy International Port Joint Venture Company (MTIP) to complete the investment goals of the project approved by competent authorities.
MTIP has officially issued a document announcing the start of construction of My Thuy seaport on March 25, 2024.
Quang Tri Customs Department has established a Research Team to implement customs control at My Thuy International Seaport, and assigned specific responsibilities to members of the Team in researching and coordinating with MTIP to conduct procedures for the port construction. The department has directed the advisory divisions and Cua Viet Seaport Customs Branch to guide project investors on basic and necessary requirements and standards for customs management in accordance with the current design of the Project.
My Thuy Port Area Construction Investment Project is key project of Quang Tri province, and the gateway to the East Sea on the East-West Economic Corridor. This is a deep-water seaport, with a very favorable location to serve as a hub for transshipment of goods on the East-West Economic Corridor, especially when goods transporting across La Lay International Border Gate tend to surge in recent time.
To facilitate the project construction, Quang Tri Customs Department has proactively researched relevant customs legal regulations and notified information for businesses.
