Attending and chairing the Workshop were Deputy Director General of the General Department of Customs Luu Manh Tuong and Major General, Dr. Chu Van Dung, Deputy Director of the People's Police Academy.

Speaking at the Workshop, Deputy Director General Luu Manh Tuong emphasized: Over the past years, the situation of crimes and violations of the law on smuggling, trade fraud, and drug crimes occurring at border gates and border areas has been extremely complicated, with an increasing trend in the number of cases, the number of subjects, the quantity and value of goods and drugs detected, investigated, arrested, and handled.

Criminal methods are increasingly diverse, in particular, there is a tendency for subjects to take advantage of official import and export business activities, with declarations but false declarations, taking advantage of e-commerce to commit crimes and violate the law.

Crimes and violations of the law on smuggling, trade fraud, and drug crimes occur in all border areas, border areas, on all routes from roads, railways, sea routes, air routes to postal routes.

“In the above situation, based on the similarity in functions and tasks, the People's Police force and the Customs force must coordinate closely and synchronously with each other at all levels, in many forms to perform and complete well the tasks of each agency and unit. Reality shows that in preventing and combating crimes and law violations, the People's Police force and the Customs force have deployed a cooperative relationship very early”, the Deputy Director General emphasized.

The results achieved in the coordination between the two forces are very remarkable. However, in the face of increasingly complex crime developments, the two forces determined that it was necessary to re-evaluate the current situation, identify barriers, obstacles, etc and propose solutions and lessons learned to further improve the effectiveness of coordination in the coming time.

Agreeing with the assessment of the General Department of Customs' leaders on the crime situation in border areas and border gates in the current context, Major General, Dr. Chu Van Dung said that the Workshop was organized to contribute to supplementing, developing theories and correctly assessing the current situation of the work of the People's Police and Customs forces.

In particular, the Workshop focused on clarifying the advantages, difficulties, obstacles and experiences in the fight against smuggling, trade fraud, and drug crimes in border areas and border gates in the current situation.

The results of the Workshop are a source of reference documents to serve the advisory work with the leaders of the Ministry of Public Security and the Ministry of Finance to direct the completion of legal documents and propose solutions to improve the effectiveness of the fight against smuggling, trade fraud, and drug crimes at border gates and border areas of the People's Police and Customs forces in the new situation.

The Deputy Director General requested the delegates to focus on discussing the key contents: experience in preventing and combating crimes, violations of the law on smuggling, trade fraud, and drugs at border gates and border areas according to the functions of each force.

Successful lessons, limitations, obstacles, recommendations and proposals to improve the effectiveness of coordination between the two forces in preventing and combating crimes, violations of the law on smuggling, trade fraud, and drugs at border gates and border areas, etc.
