The successful implementation of the Project “Model for implementation of centralized customs procedures and management at Mong Cai Border Gate Customs Branch’’ has brought remarkable results in customs performance and facilitated trade.

After 5 years (2018-2022) of implementing the Project, Mong Cai Customs Branch has performed smooth customs clearance of cargo with a turnover of nearly US$20 billion.

The revenue in 2022 reached VND1,645 billion (an increase of more than 117% compared to revenue of over VND757 billion in 2018).

Mong Cai Border Gate Customs Branch has actively proposed the People's Committee of Mong Cai City implement mechanisms and policies to manage imports and exports in line with reality to ensure flexible adaptation, improve customs clearance capacity and efficiency, and create conditions to promote import and export, especially during and after the Covid-19 pandemic.

For example, the branch has advised the local government to establish “Safe Green zones”, and “Safe Green Chanel” at border gates, and border crossings, maintaining stable and safe export and import activities across Mong Cai area.

At the same time, the branch has deployed the Digital Border Gate model; organized Customs-Business meetings to promptly understand and remove difficulties for the private sector, and attract new and potential enterprises to invest in the area.

Therefore, the number of import-export enterprises across Mong Cai Cai has remained and tended to increase over the past year.

Specifically, 615 enterprises were involved in import and export activities in 2018, 744 firms in 2019, 719 enterprises in 2020, 832 enterprises in 2021, and 762 enterprises in 2022.

Along with that, the number of new import and export businesses increased by 257 enterprises in 2018 and 353 enterprises in 2022.

Mong Cai Border Gate Customs Branch has expedited digital transformation, applied information technology, and facilitated import and export activities. This is the leading branch of Quang Ninh Customs Department in implementing the digital transformation, National Single Window and ASEAN Single Window, and deploying the “Service quality assessment system of customs officials in customs processes”.

Motivated by the goal of creating a safe, transparent, and equal investment and business environment for businesses, Mong Cai Customs Branch has drastically and effectively implemented the fight against smuggling, trade fraud, fake goods, illegal transportation of cargo and drugs across border gate. Therefore, the branch has strictly controlled the border area and customs area and coordinated effectively with relevant agencies.

In the past five years, Mong Cai Customs Branch has detected and arrested about 200 cases, with a value of infringing goods of over VND10 billion, contributing to maintaining local economic security and social order and safety.

Mong Cai Border Gate Customs Branch has been recognized and highly appreciated by the Ministry of Finance, the General Department of Vietnam Customs, the People's Committee of Quang Ninh province, and Quang Ninh Customs Department.

The Branch was awarded the Emulation Flag of the People's Committee of Quang Ninh Province for its outstanding achievements in performance and emulation movement in 2022; Certificate of Merit of the People's Committee of Quang Ninh Province for outstanding achievements in the “Smart Public Mobilization” movement in 2019; Certificate of Merit of the Ministry of Finance for the excellent accomplishment of customs tasks in 2021; Certificate of Merit of the Ministry of Finance for the excellent accomplishment of customs tasks in 2021-2022; Certificate of Merit of the People's Committee of Quang Ninh province for contribution in the fight against smuggling, trade fraud, and counterfeit goods in 2022; Certificate of Merit of the People's Committee of Quang Ninh province for outstanding achievements in state revenue collection in 2022.

As of October 15, 64,036 declarations were processed by Mong Cai Border Gate Customs Branch with a total import-export turnover of US$2,698.47 million; an increase 99% in declarations and 8% in turnover compared to the same period in 2022.

The branch arrested and handled 69 violations with the value of infringing goods of over 1.9 billion.
