Accompanying enterprises to resolve obstacles

In the first nine months of the year, 907 have registered to carry out customs procedures atMong Cai Customs Branch, including 467 new enterprises.

Total import and export turnover across the branch reached over US$ 2.8 billion, and the revenue earned VND 1,176.62 billion.

In 2023, the Mong Cai Border Gate Customs Branchis assigned the ambitious target of VND1,800 billion. Determining this important task, the Branch has closely followed the direction of all levels, especially the Quang Ninh Customs Department and the People's Committee of Quang Ninh Province, to effectively implement solutions to increase revenue and prevent revenue.

One of the solutions to increase revenue that the branch has implemented effectively such as supporting and accompanying enterprises, reforming administrative procedures, thereby promoting import and export activitiesand raising revenues. The branch regularly organizes dialogue conferences for each product group and import and export regimes to provide information on laws to each enterprise.

Deputy Manager of Mong Cai Customs Branch Nguyen Van Duong said that the branch regularly recognized bottlenecks in production and business activities. The branch also assigned working teams to work enterprises in Hai Ha and Hai Yen Industrial Parks (Hai Ha District, Quang Ninh), as well as contact with potential enterprises in other provinces(Hai Phong, Hung Yen ,HCM City …) to grasp accurately information and understand policies that businesses are interested in, and receive recommendations and suggestions from businesses.

“During the implementation process, the Branch assigns work and specify responsibility to each officer, thereby promoting the capacity of leaders of groups, teams and officers. Specifically, each leader of groups and teams under the Branch is assigned to support each business group to create initiative for import-export businesses in the area” said Nguyen Van Duong.

In 2023, through the “Service quality assessment system of customs officers in performing task”, the branch has been highly appreciated by the business community. 99% of enterprises are satisfied with the quality of service and believe in reforms in the quality of management and administration of the branch.

General Director of N.C.T Logistics Trading Joint Stock Company Ninh Van Trinh said that Mong Cai Customs officers have instructed and facilitated enterprises in customs processes, removed difficulties for them. The branch has made great efforts in customs reform and modernization, and digital transformation. The electronicization of all customs procedures helps reduce customs clearance time, and make businesses run more proactive in production and business activities.

Increasingly new revenues

In the last months of the year, in the context of forecasting many objective factors affecting reveneu collection, Mong Cai Border Gate Customs Branch has identified difficulties and built scenario for revenue collection in the three remaining months of the year and provided flexible solutions for performance to achieve the highest efficiency.

The Branch closely follows the direction of all levels, proactively grasp information about China's import and export policies; monitor plans of production and business, import and export of enterprises, thereby, promptly proposing to the local government and the People's Committee of Quang Ninh province on practical and effective solutions to improve the open and favorable investment and business environment, attract businesses, and promote trade across the area.

In addition, the branch also promotes administrative procedure reform, supports businesses, creates maximum favorable conditions for import and export activities to maintain and develop former revenues and increase new revenues. The branch focuses on accompanying enterprises in accordance with the orientation of “attracting and retaining new businesses” and achieving the goal of turning new revenue sources into sustainable revenues,especially product groups showing signs of increasing revenues under the revenue collection scenario for the first 9 months of 2023 such as mining machinery and mobile phone, consumer goods…

The branch also maintains good internal control; strictly inspect and supervise imported and exported goods, promptly detect fraudulent acts through quantity, price, goods classification, and application of code, tax rate, and origin; urges tax debt collection; strengthen anti-smuggling, trade fraud to prevent revenue loss.
