Ministry of Industry and Trade: Accelerating the implementation of the National Single Window

Accounting for 34% of procedures of the whole country in 2019

According to the Ministry of Industry and Trade, in the period of 2019-2020, there are 31 administrative procedures of this ministry that must be connected to the National Single Window. Particularly, 21 procedures must be connected in 2019. This is a large number of procedures compared to other ministries and sectors.

Recently, Deputy Prime Minister VuongDinh Hue, Chairman of the National Steering Committee on ASEAN Single Window, National Single Window and trade facilitation (Committee 1899), has directed that the whole country must connect 61 procedures to the National Single Window in 2019. The number of procedures connected by Ministry of Industry and Trade accounts for 34% of the total procedures of the whole country.

In order to complete the target, the Ministry issued an action plan to promote the implementation of the National Single Window, ASEAN Single Window and reform the specialised inspections for import/export goods and trade facilitation in2018-2020.

Accordingly, the Ministry has set a target to synchronously and effectively implement assigned tasks, contributing to achieving targets in the Prime Minister’s Decision 1254/QĐ-TTg, dated September 26, 2018.

The Ministry will ensure all its administrative procedures related to the import and export of goods are processed via the National Single Window under the form of online public service at level 4.

Notably, it has planned to connect at least 80% of its administrative procedures related to import and export to theNational Single Window in 2019. By the end of 2020, these administrative procedures will be processed via the National Single Window and implement e-fees and charge collection nationwide.

Ensuring documents (e-licenses, e-certificates and equivalent documents) that are issued via the National Single Window are used when implementing other relevant administrative procedures. Exchanging and mutual recognizing e-documents with ASEAN countries and the economic community according to international agreements and commitments participated in by Vietnam.

Updating procedures when amending documents

According to the Ministry of Industry and Trade, in order to accomplish its targets, it needs to focus on four key solutions, including completing legal basis; developing and applying IT systems; Training, propagating and supporting concerned parties; strengthening coordination with the Ministry of Finance - the Standing Committee of the Steering Committee 1899.

Regarding the institutional solutions, the Ministry of Industry and Trade requested to integrate the deployment of administrative procedures via the National Single Window when issuing, amending legal normative documents related to imports and exports. Review, amend and supplement legal normative documents towards cutting unnecessary administrative procedures; simplifying procedures and dossiers in the direction of applying e-documents; using the e-documents exchanged and saved on the National Single Window Portal to implement other relevant administrative procedures.

The Ministry of Industry and Trade will develop and upgrade infrastructure and the IT system to deploy the National Single Window in a concentrated and interconnected manner on the advanced technology platform in accordance with the development trend of Industrial Revolution 4.0 to save and ensure investment efficiency.

Prepare technical solutions to implement the ASEAN Single Window according to the roadmap and ensure the exchange of commercial documents between countries, and between the State and enterprises to facilitate trade and enhance national competitiveness. Also, it strengthens outsourcing services in providing utilities for enterprises and state agencies in implementing administrative procedures through NSW and ASEAN Single Window.

At the beginning of April 2019, 11 administrative procedures of the Ministry of Industry and Trade were connected to the NSW include:

-Granting of import license for ozone-layer depleting substances.

- Granting of automated import license for powerful motorcycles.

- Granting of C/O form D

- Granting of certificate of Kimberley process.

- Granting of import and export license for industrial explosive materials.

- Granting of license of chemical declaration.

- Granting of import and export license for explosive pre-substances.

-Granting of import and export license for industrial pre-substances.

- Non-commercial tobacco importation.

- Requesting to join the pilot project for self-certification of origin in ASEAN.

-Informing about the criteria for tobacco material and rolling paper importation.
