Customs processes more than 14 million declarations in a year

Customs procedures are simple and harmonious
In a report sent to the National Assembly, the Ministry of Finance said that, with the efforts of the entire Customs sector, the contents of customs procedures, customs inspection and supervision have been simplified, harmonized, and regulations on Customs management are standardized in accordance with the revised Kyoto Convention.
Customs procedures are mainly processed electronically and application of risk management methods have rapidly developed; post-customs clearance audit operates professionally; the National Single Window and ASEAN Single Window have been deployed; special priority regimes have been implemented; a system for pre-determination of customs value, classification of goods and origin of goods has been built; customs brokers have developed, gradually becoming an important bridge between Customs and businesses.
Specifically, customs procedures are simplified, harmonized, and consistent with international standards and practices in the following aspects: eliminating requirements for providing duplicate and overlapping information and documents; clearly defining customs management procedures and regimes based on recommendations and standards of the revised Kyoto Convention; harmonizing customs procedures and regimes with the same content and nature of a standard procedure and management regime based on the recommendations of the revised Kyoto Convention; deploying the automated customs clearance system VNACCS/VCIS at 100% of local customs departments, 100% of customs branches nationwide.
Breakthrough reform step
The Ministry of Finance assesses that the online processing of customs procedures has created a breakthrough reform, comprehensively changed the method of declaring and submitting customs documents from manual to electronic. The feedback from the Customs agency to businesses is also done through the electronic system, greatly facilitating import and export activities, minimizing documents and paperwork and simplifying customs records, reducing direct contact between customs officials and businesses, limiting troubles, negativity, harassment, and reducing time and costs for businesses. Customs clearance time for Green channel declarations is around 1-3 seconds.
Facing the context that the volume of imported and exported goods and the number of declarations are increasing while the human resource remains even reduces according to the Party and State policy, the implementation of electronic customs procedures and the application of information technology in customs operations have helped the Customs sector meet the rapid increase in workload. Specifically, in 2023, the Customs sector processed more than 14 million declarations.
In addition, the exchange and sharing of electronic data with relevant management agencies, countries in the region and around the world is also through the National Single Window, ASEAN Single Window brings great benefits to businesses and Customs.
In 2023, the National Single Window has 250 administrative procedures from 13 ministries and agencies with the participation of 67,830 businesses.

Regarding the ASEAN Single Window Mechanism, Vietnam has officially implemented exchange of e-Certificate of Origin Form D with all 9 ASEAN member countries. At the same time, Vietnam has coordinated with the ASEAN Secretariat and member countries to deploy connection and exchange of ASEAN customs declarations in accordance with the common plan and roadmap.
