Dong Nai Provincial People's Committee proposes MoF to convert organizational structure of Nhon Trach Customs Branch

Dong Nai Provincial People's Committee reported to the Ministry of Finance that trade facilitation is an effective solution to improve businesses' trade activities and attract foreign investment. Accordingly, it has a positive impact and brings great benefits to the economy, especially the national business community and businesses in Dong Nai province.

In Dong Nai province, besides industrial parks, export processing zones, warehouses, and seaports, the Phuoc An port construction investment project is expected to come into operation in July 2024, promising to promote strong economic growth in Dong Nai province. Notably, the project will bring the secondary growth in long term. This will benefit the development of the southern key economic region, especially in Dong Nai province.

Phuoc An Port is located in Nhon Trach district, Dong Nai province. According to the list of Vietnam seaports issued with Decision No. 804/QD-TTg dated July 8, 2022 of the Prime Minister, Dong Nai seaport (including Phuoc An port area) is classified as the first-class seaport.

However, the Committee said that in order to manage the country's first-class seaport, Nhon Trach Customs Branch operates under the model of outside border Customs Branch, which showed obstacles in customs control and prevention of smuggling and trade fraud.

Specifically, imported scrap products are in the list of permitted imports for use as raw materials for production, goods temporarily imported for re-export, and goods in the list of goods with pricing risk. The General Department of Vietnam Customs said that businesses are not allowed to carry out customs procedures at Nhon Trach Customs Branch, because the branch is not the border gate Customs Branch.

Therefore, the Committee said that it is necessary to convert the organizational structure of Nhon Trach Customs Branch (an outside-border gate Customs Branch) into an international seaport border gate Customs Branch.

This conversion will overcome the shortcomings, promote the socio-economic development of Dong Nai province and facilitate import and export activities of enterprises in the province and the area. This will also create favorable conditions for customs reform and modernization, enhance economic development, attract investment and improve the competitiveness index of Dong Nai province in following years.

Therefore, the People's Committee of Dong Nai province proposed to the Ministry of Finance to change the organizational model of organizational structure of Nhon Trach Customs Branch (an outside-border gate Customs Branch) into Nhon Trach Seaport Customs Branch under Dong Nai Customs Department.
