Customs instructs C/O submission for imported cane sugar products

The General Department of Vietnam Customs (GDVC) has issued an official dispach instructing local customs departments to process procedures for imported sugar products.
Accordingly, the GDVC said that the regulator has received a petition on import procedures and tax policies applicable to cane sugar products imported from Laos, and using C/O form S from enterprises manufacturing and producing cane sugar products.
Regarding this issue, the GDVC has instructed local customs departments to implement. In addtion, the Import-Export Department (Ministry of Industry and Trade) issued Official Dispatch No. 101/XNK-TLH dated February 28, 2023 stipulating that sugar products are allowed to apply tariff quotas when joining the WTO. The sugar products imported from ASEAN member states under Circular No. 23/2019/TT-BCT dated November 13, 2019, are required the Certificate of Origin form D.
Regarding the enterprise's request for additional submission of C/O form S or other special preferential forms to convert to C/O form D issued retroactively, there are currently no regulations allowing businesses to submit C/O for cleared declarations.
Thereforce, the GDVC requests local customs departments to perform in line with the instructions and regulations.
