According to the People’s Committee of Lang Son province, China is the largest export market of Vietnam, accounting for 28.5% of export turnover of agriculture, forestry and fishery. Currently, Vietnam has exported to China 9 commodity items under agricultural, forestry and fishery products of which there have been 5 commodity items which rate a high proportion of the country’s total export turnover such as: cassava, vegetables and fruit, rubber, wood chips and rice. In recent years, agricultural product export turnover across Lang Son province has always accounted for over 70% of the total export turnover.
Talking with a Customs reporter, Mr. Nguyen Cong Truong, Vice Chairman of the Lang Son People’s Committee said that Lang Son border gate system is one of the major gateways for trade in goods between Vietnam – China and ASEAN – China. So, creating the most favorable conditions for Customs clearance, especially the export of agricultural product across the borders, is a major concern of the province’s forces.
Accordingly, the Lang Son province often directs: the Department of Trade, Department of Customs, Border Guard, Department of Agricultural and Rural Development to pay attention to support businesses, create favorable conditions for import-export activities through the province, create a comfortable environment for circulation of goods and means of transport to avoid arbitrary and overlapping inspections between functional forces causing difficulties for import-export enterprises; concurrently advise other provinces to have solutions to attract traders and enterprises joining the import-export activities across the province. Frequently communicate and visit enterprises to understand enterprises’ targets and operation, Mr. Truong added.
During the past time, the infrastructures of the border gates are invested for upgrading. The joined working house system was newly constructed. Support services for import-export enterprises were developed, and the parking system and warehouses at the border gates and a lot of cargo transship stations were renovated to meet the needs of traders. In particular, Lang Son Department of Customs has consistently implemented administrative reforms such as application of automated electronic clearance systems VNACCS / VCIS and the National Single Window to shorten the clearance time.
A representative of Ngoc Diep Company Limited, located at Tam Thanh Ward, Lang Son city – an agricultural export enterprise across the province’s border gates stated that in recent times, to be concerned by the province’s functional forces, especially the Customs and Border Guard, the goods export of the enterprise has been performing very smoothly. Particularly, in the hot season, the forces provided information on market performance and volume of goods exported through the province for the enterprise to build a tally plan for export and reduce the costs. Thus, the enterprise averagely exports 300.000 tons of agricultural products to Chinese market every year.

Mr. Nguyen Cong Truong affirmed, Lang Son commits to always accompany withenterprises that are concretized by resolutions, action plans and practical work to facilitate the enterprises. Lang Son will create the most favorable conditions for traders and businesses over the country to carry out the import and export of goods through the province. In the coming time, the province will enhance to discuss with authorities in Guangxi (China) to together launch attractive mechanisms and policies, and create more favorable conditions for enterprises of the two countries.
