HCMC Customs: Deploying the automated system for Customs management in the second quarter

HCMC Customs Department was chosen by the Ministry of Finance and General Department of Customs as the first unit in the South to pilot the automated system for Customs management. On 2nd January 2018, HCMC Customs Department has piloted the automated system for Customs management and supervision at seaports in HCMC in accordance with the Decision of the Ministry of Finance and direction of the General Department of Customs.
In the second phase, two pilot ports are Lotus Port (under the management of Sai Gon port zone 3 Customs Branch) and SP-ITC Port (under the management of Sai Gon port zone 3 Customs Branch). Next, the system shall be deployed again at one seaport and one warehouse at Tan Son Nhat International Airport.
At the conference to summarize the performance in 2017 and deploy tasks for 2018 held by the General Department of Customs on 11th January 2018, Mr. Dinh Ngoc Thang, Deputy Director in charge of HCMC Customs Department said that after the pilot implementation at three seaports and one warehouse, it is expected that in the second quarter of 2018, the Department will expand to deploy the system at all port and warehouse operators in HCMC.
Mr. Thang also shared that during the past, the GDC has supported the HCMC Customs Department as well as port and warehouse operators with specific reserve measures in order not to affect the Customs clearance of import and export enterprises.
To implement and complete the assigned tasks, Mr. Dinh Ngoc Thang said, the unit would prepare, build a unified IT system, and develop a roadmap to propagate for enterprises as well as perfect institutions and review legal basis for successful implementation. At the same time, closely coordinating with the relevant units in the inspection, control and compliance with regulations; removing shortcomings and inadequacies; assessing and proposing solutions. In particular, HCMC Customs Department will gradually change the management thinking from the leaders to officers in the handling of arising problems relating to the process of the officers and operations of enterprises.

General Director of Customs Nguyen Van Can highly appreciated the efficiency that HCMC Customs Department achieved in the state budget collection and payment in 2017. This showed that HCMC Customs Department always asserted its role as the head of the whole sector in the state budget collection. In 2018, in addition to concentrating on achieving the assigned revenue target, HCMC Customs Department should make more efforts for key tasks set out, such as, effective deployment of automated system for Customs management; anti- smuggling and anti - trade frauds; post-clearance audit and handling of tax debts
