GDVC’s Party Committee strives to accomplish political tasks

Reporting on achievements of the Party Committee in the third quarter, Deputy GDVC’s Secretary of the Party Committee - Deputy Director General Au Anh Tuan emphasized that the GDVC’s Party Committee has led and directed the implementation of key tasks.

In the quarter, the Party Committee has completed one project for submission to the Government, four projects for submission to the Ministry of Finance and 30 projects at the General Department level; has revised draft documents based on the direction of competent authorities to complete decrees for submission to the Government, Circulars for submission to the Ministry of Finance; worked with provincial, inter-provincial and municipal Customs Departments on results of the implementation and building a replacement for the 2014 Customs Law under the Customs Development Strategy to 2030.

The committee has directed the key customs reform and modernization activities in 2024, the implementation of Project on Strategic Management of Customs Development to 2030; conducted a preliminary review of the capacity assessment for the period 2016-2023 and orientation for the coming time; deployed the Project on working positions of affiliated and subordinate units; conducted a preliminary review of the implementation of the SAFE Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework, and summarized 10 years of developing the Customs-Business partnership and related parties in the whole industry (2014-2024).

Additionally, the Committee has directed to drastically implement solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in implementing the revenue collection in 2024.

In the third quarter of 2024, the whole Customs sector has collected VND86,618 billion, down 7.1% compared to the second quarter in 2024 and up 21.8% compared to the third quarter 2023.

In the fight against crime, smuggling and trade fraud, the Party Committee has led and directed to implement key plans and programs in each area, aiming to warn and instruct localities on anti-smuggling control in the customs control area.

The Committee has directed the fight against drugs, focusing on proposing “Campaign to prevent and combat smuggling and illegal transportation of drugs on express delivery routes” within the framework of the Joint Customs Control Coordination Program under the ASEAN Customs Cooperation Group.

Director General Nguyen Van Tho suggested that the conference focus on assessing, analyzing, and finding causes, overcoming limitations, and enhancing responsibility of cadres and civil servants to complete tasks, and preparing to organize the GDVC’s Party Congress in 2025.

In the fourth quarter, Party cells and committees will review, analyze and evaluate the results of completing key plans, attaching the responsibility of leaders, cadres and civil servants in the organization and implementation.

The Government will soon issue a decision to replace Decision 65 regulating the functions, tasks, powers and organizational structure of the GDVC under the Ministry of Finance. Therefore, the Director General requests the units to pay attention to implement.

The units should review businesses affected by Storm No. 3 to provide policies on tax exemption and reduction... for businesses.

At the conference, Director General Nguyen Van Tho said that the units have maintained trade facilitation and removed difficulties; achieved revenue collection progress, and strived to complete the target.

In the near future, the GDVC will maintain upgrading the IT system to facilitate import and export activities, aiming to build a Customs Enforcement System.

Director General Nguyen Van Tho requested units to focus on strengthening the fight against smuggling and trade fraud, especially drug-related crimes on sea, land and air routes; review operational processes to overcome loopholes in management.

In the third quarter of 2024, the entire Customs sector detected, arrested and handled 4,748 Customs offences, with an estimated value of infringing goods of VND7,584 billion. The Customs prosecuted 10 cases, transferred 39 cases to other agencies for prosecution; collected VND141.1 billion for the State budget.

The Customs sector has presided over and coordinated with the police and border guards to detect and arrest 62 cases/80 subjects; seized 331.59 kg drugs: 46.19 kg of marijuana; 10.94 kg of heroin; 66.96 kg of ketamine; 205.44 kg of synthetic drugs; about 2.06 kg of other drugs; and 456.5 grams of cocaine.
