HCM City Customs: Trade facilitation for businesses to foster revenues

VCN- On 2 March 2017, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong led a delegation of the HCM City Customs Department to have a meeting with Central Pharmaceutical JSC No. 2 to share and remove obstacles as well as creating favourable conditions for the production and business of the company.

At the meeting, Ms. Nguyen Thi Thanh Phuong, the Deputy Director General of the company said that their production and business plans were developed year by year. In order to perform import-export activities, they have closely cooperated with Customs authorities and received effective support from Customs officers at the border area. However, in the process of Customs clearance procedures, Central Pharmaceutical JSC No. 2 has also encountered some problems, so she proposes some specific contents, such as working with civil servants who specialize in pharmacy and in charge of Customs clearance procedures for businesses; and the company has requested to use cold storage rooms for specific drugs.

Besides, Central Pharmaceutical JSC No. 2 has also required Customs authorities to reform and shorten the tie waiting time for the results of specialized inspections and classification of exports and imports, which will not much affect the production and business of enterprises. Also, the company has proposed to resolve problems related to tax guarantee and tax refund.

At the meeting, after hearing complaints from Central Pharmaceutical JSC No. 2, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong directed operational agencies and Customs officers to seek solutions for the company. In particular, regarding the registration process of the company, the Deputy Director General directed the Customs Branch of Tan Son Nhat airport to assign civil servants who specialize in pharmacy to conduct Customs clearance of goods for the company. Regarding problems of the company in tax payments, the Deputy Director General directed the Department of Import-Export Duty to discuss these problems in the coming conference with the tax authorities and the State Treasury. However, there is a need for guidance for Customs Branches to support enterprises to conduct Customs clearance of goods in the case where enterprises perform bank guarantee without payment papers.

Concluding the meeting, the Deputy Director General of Vietnam Customs, Mr. Hoang Viet Cuong highly appreciated the contribution of Central Pharmaceutical JSC No. 2 to the State budget in recent years, especially in 2016 with a contribution of more than 932 billion vnd to the State budget. The Deputy Director General said that currently, Customs authorities have been building action programs to facilitate enterprises. Accordingly, the HCM City Customs Department is implementing the program "The business community and Customs are reliable partners to accompany and develop". In particular, there have been many meetings among the leaders of HCM City, the HCM City Customs Department and the business community to seek solutions and build practical action plans to facilitate enterprises in accordance with Government Resolution 19.

Highly appreciating the sincere cooperation of Customs authorities, Ms. Phuong said that with the enthusiastic support of Customs authorities, her company would commit to be well observed with the Law, contributing more to the State budget.

Reportedly, next week, the leader of the HCM City Customs Department will continue to work directly with enterprises which have large turnover and revenues in the city. The meeting will be attended by HCM City Party Committee, People's Committee of HCM City and HCM City departments to discuss solutions to build practical action plans and facilitate enterprises in line with Government Resolution 19.
