Deploying assigned tasks in 2024, Hanoi Customs Department regularly focuses on closely following the roadmap for promulgating and amending legal documents to provide timely guidance; actively monitoring and reviewing the content of regulations, legal documents, and customs procedures associated with the management characteristics of Hanoi Customs, potentially affecting revenue sources. At the same time, Hanoi Customs proactively monitors and promptly handles problems of businesses, especially problems with automobile imports, stopping goods passing through the surveillance and screening areas.

With proactive and efforts from the beginning of the year, the number of declarations, as well as the import-export turnover of goods undergoing procedures at Hanoi Customs Department, increased year-on-year. Accordingly, from the beginning of the year to mid-February 2024, the unit has completed procedures for more than 180,000 declarations, equal to 115.9% of the same period in 2023; Import-export turnover reached US$8.26 billion (equal to 145% of the same period in 2023).

For state budget collection tasks, Hanoi Customs regularly reviews and inspects the application of HS codes among units in the department to ensure consistency; promptly corrects the application of multiple HS codes for the same product or the incorrect application of duty rates.

According to the Hanoi Customs Department, the trade turnover of goods at the Hanoi Customs Department has increased rapidly (an average increase of about 20%/year); the situation of smuggling and trade fraud has been very complicated with increasingly sophisticated tricks, the use of goods screening tools is very important and necessary. Therefore, Hanoi Customs Department has proposed the General Department of Customs to add three goods scanners at airport warehouses to meet task requirements; machinery and equipment to meet the requirements of the digital transformation plan.

In addition, Hanoi Customs Department is currently building centralized inspection site management software, connecting data from department level to branch level. This is a tool to connect professional information between departments and branches to direct management and operations quickly, promptly, and accurately. At the department level, the entire customs clearance process of the declaration will be monitored in real time, from registration to completion of inspection and customs clearance of goods. To achieve effective goals, Hanoi Customs Department will develop an implementation plan and a screening process to clearly define the responsibilities of units, leaders, and civil servants performing tasks.

However, Hanoi Customs Department forecasts that the world and domestic economic situation will continue to face many difficulties and challenges; the situation of smuggling, trade fraud, and drug crimes with increasingly new tricks. Facing those challenges, Hanoi Customs Department determines its efforts to promote reform and modernization, facilitate import and export activities, strengthen training of civil servants, and improve professional operations to meet the requirements of reform and modernization and are determined to complete assigned tasks and targets.

The leader of Noi Bai International Airport Customs Branch said that goods clearance activities are always ensured. The unit actively coordinates with relevant authorities to effectively carry out procedures for incoming, outgoing and transit flights through the National Single Window and the automated system for customs management for exported, imported and transited goods at Noi Bai International Airport. Over 3,000 shipments are managed and processed through the system on daily average, and the automatic processing rate is stable at over 99%.

Even during the Lunar New Year, customs clearance activities of import and export goods and means of transport on entry and exit were maintained stably and continuously at customs branches. The total number of customs declarations processed at customs branches under Hanoi Customs during this period was 963. Noi Bai International Airport Customs Branch collected VND24.3 billion; Gia Thuy Customs Branch collected VND14.4 billion; and North Hanoi Customs Branch collected VND400 million.
