Hanoi Customs: Centralized data improves management efficiency

Technology covers many professional fields

Recently, the application of information technology in customs clearance of import and export goods; electronic tax collection and payment; Automated customs supervision has achieved many outstanding results. The deployment of the VNACC/VCIS System and satellite systems helps automate basic customs procedures, improve inspection and control capacity, and the effectiveness of state management of customs and combat commercial fraud; The rate of tax declarations paid through banks reached 99.8%.

Notably, in automatic customs supervision of airways, currently 100% of airlines have sent information to the National Single Window Portal and deployed and fully connected airport warehouses; clearance of more than 54,000 flights and nearly 10 million passengers; Monitor more than 1 million shipments (on average, over 3,000 are managed and monitored through the system each day); The system's automatic processing rate is stable at over 99%.

For ICDs, centralized inspection locations and bonded warehouses, Hanoi Customs Department has deployed electronic data connection with all port warehouse businesses, including: customs declaration 52/52 warehouse locations; Camera image sharing reaches 100%; Automatic monitoring of 25/52 locations and warehouses, reaching 48% (because 24 express delivery warehouses and 3 extended air cargo warehouses do not have implementation instructions).

However, the Information Technology Department (Hanoi Customs Department) assesses that limitations in the application of centralized data in serving management, administration and screening of sea cargo are also showing signs of overloading; discrete satellite systems; In particular, performing maritime cargo screening requires many manual steps in reporting and exchanging information.

Soon deploy the management software of centralized inspection locations

Recently, Hanoi Customs Department has built software to manage centralized inspection locations, connect data and operate management between the department and sub-department, expected to officially deploy in the second quarter of 2024.

According to Hanoi Customs Department, the software was built to meet the following goals:

At the department level, the entire customs clearance process of the declaration will be monitored in real time, from registration to completion of inspection and customs clearance of goods;

Be a tool to connect professional information between departments and sub-department to direct management and operations quickly, promptly, accurately, specifically: The system monitors many sub-departments at the same time; There are many search options for executive officers and leaders to support decision-making, and there is storage of administrative guidance data at the Department level, etc.

In addition, the system also manages the implementation of screening guidance of the General Department of Customs, ensuring that screening management is digitized, the process is implemented on software, and supports automatic processing in professional stages, direction and reporting are carried out promptly and accurately, improving management efficiency, specifically: The system automatically checks Emails, automatically notifies executive officers and leaders of screening guidance information; Allows updating information on proposals, approvals, and screening results; Create automatic reports, etc.

At the same time, this system also helps analyze data to serve post-clearance inspection, customs supervision, taxes and anti-smuggling based on specific requirements of the management area such as: allowing filtering of enterprise data by area according to the criteria of turnover data, taxes, items, types, and criteria according to job characteristics, compared with the same period to evaluate abnormalities.

In addition, a highlight of the centralized inspection site management, data connection and operation software is that it allows exploitation, lookup and preparation of reports according to the characteristics of Hanoi Customs Department, promptly respond to the macroeconomic management and administration of provinces and cities.

Along with software construction, Hanoi Customs Department also continues to carry out digital transformation tasks focusing on implementation according to the project plan "Building an information technology system to implement Digital Customs to meet the professional requirements in customs clearance" of the General Department of Customs.

Continue to effectively deploy and operate the National Single Window System and the Automated Customs Supervision, Management System at Noi Bai International Airport; Simultaneously, strengthen inspection of the operation of the automatic customs supervision, management system at ICDs, centralized inspection locations, and bonded warehouses to increase the efficiency of port, warehouse management and supervision.
