Cooperation for the development of enterprises

Speaking at the ceremony, Director of Hai Phong Customs Department Nguyen Duy Ngoc said Hai Phong Customs has always paid attention to administrative procedure reform, customs modernization and Customs- Business Partnership development.

Accordingly, the unit has focused on promoting administrative reform, strengthening the application of modern equipment to reduce the rate of documentary checks, physical inspections and boost clearance and encourage import and export activities while ensuring the requirements of state management of customs and balancing between "management" and "service".

In addition, Hai Phong Customs has attached importance to renewing the thinking and awareness of customs officers for the business community from "object of management" to "partner", so that the unit has introduced many solutions to improve service quality for the business community.

Moreover, the unit has actively advised and proposed to competent authorities to issue new policies and amending or reducing administrative procedures to maximize facilitation of commercial activities, import and export activities. The department has organized meetings and dialogues to understand and promptly remove difficulties, problems and recommendations of the business community.

“The signing of the coordination agreementbetween Hai Phong Customs Department and Hai Phong Economic Zone Management Board aims to further support investment, business, import and export activities of enterprises in the city, contribute to improving the investment and business environment and improving the city's competitiveness. Hai Phong Customs Department is committed to continue promoting administrative reform, customs modernization and bringing the Customs – Business partnership into reality; accompanying the business community," said Nguyen Duy Ngoc.

Agreeing with the above opinion, Head of Hai Phong Economic Zone Management Board Le Trung Kien said Hai Phong's investment attraction, production, business, and import and export activities are flourishing, making an important contribution to the development of the city.

The cooperation between Hai Phong Economic Zone Board and Hai Phong Customs Department will contribute to creating more advantages for the business community, attracting investors and improving the competitiveness of the city.

Seven key coordination contents

The coordination agreement aims to improve the effectiveness and efficiency of state management for investment projects and economic organizations ​​Dinh Vu - Cat Hai economic zone and other industrial zones in Hai Phong city; creating favorable conditions, shortening administrative procedures and boosting investment, contributing to building a healthy and fair investment and business environment.

Besides, the cooperation is to detect and handle investors and economic organizations that violate the law in a timely fashion; prevent and limit negative impacts on society.

To achieve the set goals, Hai Phong Customs Department and the Hai Phong Economic Zone Management Board set out seven key contents in the coordination work, including:

First, gathering opinions on eligibility for customs inspection and supervision of the export processing enterprise before issuing the Investment Registration Certificate or Written Confirmation to the investor if it is not necessary to issue an Investment Registration Certificate or issue or modify an Investment Registration Certificate to implement an expanded investment project.

Second, handling assets and goods of import origin when enterprises change their form from the export processing enterprises to enterprises that do not enjoy the regime for export processing enterprises.

Third, the state management of the termination of the operation of the investment project and the change of the location of the implementation of the investment project.

Fourth, the supervision of investment activities.

Fifth, solving problems arising in the management of investment projects and economic organizations implementing investment projects.
