Hai Phong Customs cooperates to inspect the collection of seaport fees

Accordingly, Hai Phong Inland Waterway Authority is responsible for organizing toll collection following Resolution No. 148/2016/NDD-HDND dated December 13, 2016 of the City People's Council and the toll collection process in Decision No. 2050/QD-UBND dated July 22, 2021 of Hai Phong City People's Committee.
Hai Phong Customs Department shall coordinate with Hai Phong Inland Waterway Port Authority and port, warehouse and yard enterprises to inspect toll payers, subjects that are exempt from fee collection and toll fee collection levels based on the request of Hai Phong Inland Waterway Port Authority and port, warehouse and yard enterprises.
Hai Phong Tax Department is responsible for coordinating and guiding the Hai Phong Inland Waterway Port Authority in issuing and reporting on the use of toll receipts as prescribed.
Hai Phong State Treasury shall coordinate with the Hai Phong Inland Waterway Port Authority to collect the fees paid by the Hai Phong Inland Waterway Authority.
Hai Phong Customs Department, Department of Information and Communications, Hai Phong City Police and related units shall cooperate to ensure security and safety for the toll collection system.
The Department of Finance is responsible for coordinating with the Hai Phong Inland Waterway Port Authority and the Hai Phong Customs Department in ensuring the operating budget of the toll collection system.
From January 1, 2017, Hai Phong Customs Department actively advised and proposed to Hai Phong City People's Council to issue a Resolution on the implementation of seaport fee collection in accordance with the Law on Fees and Charges. At the same time, closely coordinating with relevant units to effectively organize toll collection, contributing to the local budget from VND1,200 to 1,800 billion per year, creating financial resources for the city to implement infrastructure investment projects and traffic works in Hai Phong seaport area.
In addition, Hai Phong Customs Department has proposed and actively coordinated with relevant units to develop and put into use "The system of automated management and control of toll collection for the use of infrastructure works, service works, public utilities in Hai Phong seaport area", supporting online fee declaration and payment, using e-invoices, etc., thereby bringing practical benefits to enterprises as well as facilitating the toll collection agency to streamline its apparatus, operate economically and efficiently.
