VCN- The average time forcustoms clearance at Ha Noi Customs was16 hours and 45 minutes in 2018.It was only 10 hours, 22 minutes in 2019. The 2020 annual release time measurement is currently underway.

The information was released by Ha Noi Customs Department at the Customs-Business Dialogue Conference in 2020, held on November 18. The conference was attended by nearly 200 import and export enterprises at​​Hanoi Customs Department.

Deputy Director of the Hanoi Customs Department Hoang Quoc Quang said that in 2020, although the Covid-19 pandemic had seriously impacted all aspects of socio-economic life, however, with the companionship and support of both Customs and enterprises, Hanoi Customs Department has achieved some outstanding results.

Particularly, Ha Noi Customs Department has cleared more than 1 million import-export shipments with turnover of more than US$47 billion. The department has collected VND2,000 billion, reaching 85.2% of the estimate.

Especially, in 2020, the department focused on reforming and modernizing business service conditions, shortening customs clearance time, reducing management costs and compliance costs.

Some outstanding results are the official launching of the automated system for customs management and supervision in Noi Bai International Airport, serving as a basis for the nationwide deployment of this system; the operation of container scanners at ICD Long Bien; proposal to recognize additional warehouses and sites for logistics activities for import and export goods.

“Ha Noi Customs Department focuses on solving difficulties forthe business community such as giving priority to fast customs clearance for import and export goods; re-arranging personnel to process import and export procedures for goods, luggage and vehicles; reporting and proposing to extendthe deadline for CO submission; reporting and proposing amendments to customs and tax policies.

Especially, Ha Noi Customs Department has reported to the People's Committee of Hanoi to issue the Plan No.205/KH-UBND on supporting businesses to carry out customs procedures in Hanoi for 2020-2025.

In order to support and remove difficulties and problems for businesses in implementing procedures on investment, land, customs and tax. It has alsoreformed administrative procedures related to the operation of import and export enterprises in the direction of simplicity, transparency, speed, convenience and compliance with the provisions of law.

In the framework of the conference, representatives of units under the Hanoi Customs Department introduced to the business community about the reforms, facilitation forimport and export activities of the customs authorities in recent years, the benefits of the official launching of the National Single Window and the Automated system for Customs management and supervision at Noi Bai International Airport for business and customs; introduced Plan 205/KH-UBND on supporting businesses to carry out customs procedures in Hanoi for the2020-2025 period.

At the same time, the Hanoi Customs Department has disseminated the new regulations in the Law on Tax Administration No.38/2019/QH14 (dated June 13, 2019) that took effect from July 1, 2020, and other revised regulations, bringing benefits to businesses.

Through the Customs-Business dialogue conference, many questions of businesses have been answered. In which, the businesses have focused on customs procedures for export production processing; procedures to expand the business production and issues related to tax policy for import and export goods.
