General Department of Vietnam Customs updates data on registration for exporting rice

VCN - The General Department of Vietnam Customs said they would update data about registration for exporting rice by quotas every 60 minutes on the Customs Portal (www.customs.gov.vn) for businesses and citizens to monitor and have appropriate plans for production and business operation.

According to the General Department of Vietnam Customs, to timely provide information about the volume of exported rice already registered to open customs declaration, the General Department has added statistics of registration for exporting rice on www.customs.gov.vn.

Import-export enterprises and people would be updated on the amount of rice that has had a declaration opened for export in the month, the amount of rice actually exported in the month and the number of export quotas remaining in the month every 60 minutes.

Besides that, readers can access statistics at https://www.customs.gov.vn/Lists/ThongKeHaiQuan/Default.aspx for more information about import and export of goods of Vietnam in general, including specific data on quantity, actual export value and export market for Vietnam's rice.

Previously, on April 10, 2020, the Government Office issued document No. 2827/VPCP-KTTH on the export of rice amid the pandemic, drought and saltwater intrusion. Accordingly, the Government Office informed the opinions of the Prime Minister on the approval of the policy, plan and quantity of rice for export in April 2020 as proposed by the Ministry of Industry and Trade.

The Prime Minister assigned the Ministry of Finance to work with the Ministry of Industry and Trade to manage and control the volume of rice allowing for export as proposed by the Ministry of Industry and Trade, ensuring coherence, publicity, transparency and easy to implement, easy to monitor, prevent taking advantage of policies; promptly provide data of exporting rice as requested from the Ministry of Industry and Trade to serve the management of exporting rice.

Also on April 10, 2020, the Ministry of Industry and Trade issued Decision No. 1106/QD-BCT announcing export quotas for rice (HS 10.06) in April of 2020 was 400,000 tonnes.

Exported rice by quotas would be managed in accordance with the principle that traders who registered for opening declarations first will be deducted from the export quotas first. The volume declared on the declaration which was registered will be subtracted from the amount of rice allowed for export in April. If the customs declaration was no longer valid for carrying out the procedures or the export quantity is less than the declared amount in the declaration, the balance would be added back to the amount of rice allowed to be exported in April.

The customs declaration will be valid until the total number of declaration registering for exporting rice reached 400,000 tonnes. The declarations which have volume exceeding 400,000 tonnes will not be valid for carrying out customs procedures. In case the customs declaration is no longer valid for carrying out the procedures or the actual export quantity is less than the amount in the declaration, the balance would be added back to the amount of rice allowed to export in April.

Decision No. 1106/QD-BCT of the Ministry of Industry and Trade does not apply to 1. exporting for supplying to ships on exit to serve the daily life of sailors on board (not exceeding 30kg/ sailor);

2. on-spot export or export to export processing enterprises for serving the activities of officiers and employees in export processing enterprises.

Decision No. 1106/QD-BCT also clearly stipulates only allowed to export rice through international border gates by road, rail, sea, waterway and air and takes effect from 0:00 AM on 11 April, 2020.

According to the press release issued by the General Department of Vietnam Customs on April 13, from 0:00AM on April 11, 2020 to 7:34 PM on April 12, 2020, there were 40 enterprises registered to open declaration at 13 customs branches with the total amount of rice registered for exporting was 399,999.73 tonnes.
