Exporting 400,000 tonnes of rice: No subjective impact of customs officials!

Before information of enterprises on a number of newspapers mentioned whether the software system of the Customs was profiteering on the rice export policy or not, the Director General Nguyen Van Can affirmed that the customs clearance system of Customs Vietnam sponsored by the Japanese government (VNACCS), goods are automatically cleared for many years. The registration of customs declarations and procedures is carried out 24/7, without holidays, businesses can declare anytime, anywhere.
Regarding rice export, implementing the decision of the Government and the decision about exporting rice by quota of the Ministry of Industry and Trade, from 0:00 AM on April 12, the VNACCS system of Customs is open for businesses to automatically register a declaration like other goods. The only difference was the limit of 400,000 tonnes of rice according to the quota, then the system would automatically stop.
“Accordingly, from 0:00 AM on April 12 to 6:15 AM on April 12, businesses already registered their declarations on the system but it was out of the allowable quota. Therefore, if enterprises exceed the number of quotas, the system would automatically not accept,” the Director General emphasised. He also added that, currently, the General Department of Customs Portal has updated the list of enterprises which have registered import and export declarations. This was transparent and complied with provisions of law, the automatic system did not cause trouble and harassment.
Commenting on the exporting rice management policy, the Director General said the General Department of Vietnam Customs and Ministry of Finance had issued documents to suggest the Ministry of Industry and Trade and the Government purchase enough rice for national reserves first and then allow export. On the other hand, the export of rice of enterprises should consider quota bidding or still allow deducting on the customs declaration system as currently but must limit the maximum number of declarations. The fact is that some businesses have cancelled the contract after winning bids and carried out procedures for exporting rice. It affected national food reserves.
"With the task of customs management, to ensure publicity and transparency in the export of rice of enterprises, we would update the number of businesses on the website of the General Department of Vietnam Customs every hour," Director General Nguyen Van Can stressed.
